Upenn+UCSD MSc 无奖 nano项目

我还有申请别的学校没出结果，听说nano都是坑。。。。upenn的工科好像也不算好。。。这admission发的也太随意了吧。

问下大家这几个问题
1、这两个学校的项目如何啊，有没有前辈正在读的，或者正在这两个学校工学院的学长学姐谈谈感受
2、还有就是upenn 的300刀保证费有过来人吗，他说In order to reserve your place, complete the Admission Decision Form online and submit the non-refundable $300 acceptance deposit by February 15, 2019. The acceptance fee will be credited to your student account when you matriculate. After February 15, this offer of admission remains valid but your place in the class cannot be guaranteed and you will be unable to confirm your acceptance until after the final master's application deadline, March 15, 2018.
这意思是你3.15号之前决定都可以吗，只不过2.15前交费就保证有你的位置，2.15-3.15之间缴费就不一定能保证你位置？
3、倾向于读phd但是申请的phd还没出结果，如果按照继续读phd角度来说两所学校如何选择呢，按照就业来说的话这两所学校如何选择呢？
