The concept of 'individual responsibility' is a necessary fiction. Although societies must hold individuals accountable for their own actions, people's behavior is largely determined by forces not of their own making.

Nowadays, the concept of ‘individual responsibility’ has been already deeply put in human hearts. Why? That is because individual is basic of the society and people's behavior strongly effect the progress of the society. For the difference among the quality of citizens in every society, we can not simply conclude people's behavior is largely determined by outside forces or by themselves.

What is exactly meaning of individual responsibility? Why societies must request persons accountable for their own actions? At the first glance, individual responsibility contains some things like following laws, protecting the rules of the society, concerning social issues and so on. All these things are necessary basic conditions of the whole society so that each citizen can not escape from his/her responsibilities. Constitution is a convincing example. Constitutions of many countries, the most basic and important law in each country, clearly express that each individuals accountable for their own actions. Therefore, I completely agree with the notion that societies must hold individuals accountable for their own actions.  
  
In the developed and democratic countries, the senior quality of citizens is likely to be reflected in everyday life. They should own more self-restrained spirit or higher education level than other countries that lie in Africa so that they don't need forced means like some extreme laws or violence. Actually, it is a basic individual responsibility that everyone has to totally follow the laws and rules in their living area. For example, Hong Kong owns the lowest crime rate in the world, neither have the city strict law, nor use the city other forced artifices, but the favorable social environment is successfully created by all citizens in the city. In the behind of the lowest crime rate, higher education level and favorable ethic doubtless play more important effect than outside forces in deciding people’s behavior.

If we turn the orientation of our view and focus on some undeveloped or developing area, we should found the fact that more violence, crimes and wars often become frequenters in these areas. Meanwhile, our hopes that people determine their behavior will simply stay in a dream because people hardly restrict their actions only by themselves. In another word, these countries need more external force to restrain people's behavior no matter people like or not. Such as, arms force and death sentence. Of course, some medias and human right' organizations will drastic against and criticize it, but I believe a truth that you have to understand the real background of some things before criticizing them. In fact, famine, poverty and race conflicts always are the most complex and important issue in undeveloped countries like Sudan. So the behavior of people in the country is largely determined by forces and I think that it is the best choice in undeveloped areas.

In future, with the development of human societies, the quality of human destines to be improved, and then it is possible that all people's behavior is largely decided by their own making. However, nowadays, different development levels of societies determine that people’s behavior is likely to result in outside forces or their own making or the compound of two means.
