GPA不是绝对的硬指标,如果你connection很强的话他们还是会看你材料的(录不录取另说),而且很多系录取要求里甚至提了不给GPA设绝对的cutoff,因为不同学校的grading不一样。这里贴一段某econ department的application FAQ做参考

As to whether this contingency would justify submitting your application, this would be a judgment call on your part.
