lsac的transcipt没有和在读证明放在一起加盖骑缝章的信封被退回

已经重新寄两次了，第一次是因为说We received a China Express mailer containing your transcript from XX University, we are unable to accept these documents.
LSAC policy requires that all documents be sent by the issuing institution, unfortunately the mailer we received has no sender listed.
Please contact the school and have the documents resent. 然后想到好像是因为快递单上的寄件人是少打了一个学校缩写然后第二次寄，把学校缩写打了进去。结果半夜LSAC回复说：We have received the academic record for your Juris Master at XX University; unfortunately, we are unable to accept the documents for processing because we are unable to verify that the package received was sent directly from XX University to LSAC. Our policy is that all transcripts/academic records must be mailed directly to LSAC from the issuing institution in a sealed school envelope with the school’s official stamp or seal across the back flap. Please contact the university and request they send your academic record to us in this manner. 意思是说不能核实包裹是直接从研究生学校寄出来的，因为transcipt form和在读证明成绩单什么的没有放在学校官方邮戳的密封信封内。。 问题来了：我们教务处老师不允许放transcipt form和成绩单在一起。然后我就把成绩单那些加盖骑缝章了，再把transcipt form放在快递一起寄过去。

有没有好心人告诉我现在应该怎么办，我看华政DIY是说如果教务处老师不允许transcipt form放在一起的话，是可以放在信封外然后一起寄快递过去。 还是说transcript form和加盖好了骑缝章的成绩单，再另外放到一个信封里然后再盖个骑缝章。

开学又要寄送第三次了，我真的不懂这句话 Our policy is that all transcripts/academic records must be mailed directly to LSAC from the issuing institution 。明明是从学校寄出去然后就是因为这句话又需要重新寄。而本科的联邦快递一次就成功了。是因为EMS寄件有问题吗？
