"It is more important to allocate money for immediate, existing social problems than to spend it on long-term research that might help future generations."
我们应该把更多的钱用在当前的问题上，而不是用在可能有助于我们后代的长期的研究项目上。
提纲：
1对题目提到的看法进行分析，得到两种可能的想法。第一应该先解决现实的问题，才能更好的解决长远的问题。第二，只为自己而活，不管下一代怎样。
2针对第一个想法，通过石油问题进行反驳。
3批判第二个想法，缺乏历史使命感。举例：毛泽东关于年轻一代的论断。
4强化思想，用负责的态度解决问题。

After reading this idea I feel so sorry. It is certainly that I will take the opposite one. Maybe there are two kinds of people who take this idea. Some of them who take this idea may think that we should solve the problem we face now first and then get more experience to do the research for our future generations. So money should be spent more on the immediate, existing social problem!  Others may just want to live a better life for themselves without caring about the offspring. They will waste a lot of money now and leave little money for the descendant.

To my opinion it is a venial fault if you take the former idea. First I have to admit that to solve the problem we face immediately is very important .To get a better life and live comfortably is a hope of all of us. But take the petrol problem as a example, almost everyone who owns a car  worries about the price increasing of gasoline ,and wakes up from the dream that going into a gas station seeing "gas off" . To solve it ,there are two ways: increasing the exploitation in middle east, Russia and Indonesia, or finding out a new form of energy to replace it. Maybe you want the governments take the first way, because it will solve the problem immediately while finding a substitute needs a lot of money and have little chance to success. Let us see how do these governments deal with this problem. As the petrol exporting countries ,the member of OPEC refuse to increase the output, without caring about the crazy increasing price in New York  market, because they know that if they eat too much today, their sons will be hungry tomorrow. As the petrol  importing countries, everyone knows the petrol is less and less in the earth ,and if we take it today how about our descendents. So every country in the world spend a lot of money to find the new kind of energy. Today ,as we have already seen, people turn sunlight into energy, change nuclear weapon into nuclear power station . I believe ,as we try, we will solve the problem one day. So, you see, it is really not a waste of money to do the research for our descendent comparing to spent it today.

Then we turn to the second idea. If you just want to live for yourself ,you miss the true means to live. When ask why to live, why should a country exist? The greats answer: the obligation. Mao Zedong, former chairman of China ,have explain the relationship between old and young, which is just the same as the relationship between today and tomorrow, ourselvs and our descendents. He said, "young man you are just like the sun of 8 or 9 o'clock, the world is belong to me and you, but at last it belongs to you!" We can learn a historical obligation from his words, then we know why Teutonic nation can be the one of most excellent nation in the world, why some countries grow stronger and stronger while others decay. A country ,who pays more attention on education, environment problems and new technologies ,will be stronger; a folk who pay more attention on maintaining their culture ,taking care of their descendent will be more active; and the man who take the obligation and can deal with the relationship between today and tomorrow appropriately can have more  creativity.

After all, where and when to spend our money is a problem that everyone of us have to face. One word: obligation!

我觉得这个思路挺少见的
如果换我，我不会完全否定题给观点，第一段我只会写作者不够全面，忽略了一些问题
I do admit that many existing social problems should be solved urgently,but the author may be neglect the far-reaching meanings of development.我始终认为这种不是全不对的观点不能被一棒子打得太死
第2段写让步，比如一些饥荒，战乱，aids,什么的，把陷入这些悲惨境地的人写得惨一点，主要说解决现存问题是应该的，也是必要的
3.开始写发展将来的重要性，用你石油的例子就不错，这部分侧重写实际需要
4.发展将来不仅是物质的需要也是精神上的需要，人大部分是怀着对未来的希望才能活下去的，人总是不自觉地希望美好的愿望在将来会实现。人们也愿意为自己的下一代创造舒适的环境，因此发展将来不仅是需要的，也是无法在人们心中抹杀掉的。
5.最后总结两方面都必要，但不同的地方要根据不同的环境和条件斟酌不同的分配比例用你说的obligation作为决定分配比例的重要准则
我的思路可能有点俗套，但我觉这么写严密一点而且保险一些
