"It is impossible for an effective political leader to tell the truth all the time. Complete honesty is not a useful virtue for a politician."

提纲:
1.政治家为了赢得竞选不会总是讲真话;
2.政治家在涉及国家机密的时候不会总是讲真话;
3.政治家不可能总是讲真话,但也不能不分场合的欺骗大众.

下面是我自己已经改过的第二稿(花了不少时间),本人初尝Issue,味道不太好,还望各位网友不吝赐教,在下万分感谢!

In our society, most people think that honesty is a virtue. As far as a politician is concerned, complete honesty is not useful virtue. In my point of view, to be an effective political leader, telling the truth all the time is impossible and unpractical because of two following reasons.

First of all, an effective politician must be less than truthful in order to win the election. In a democratic nation, various levels of officials are elected by the people of the country. In the elections, we can often see some such phenomena that both of candidates always try to dig opponent’s defects and attack it, while seldom speaking of defects about themselves. Do they themselves have no defects? Obviously, this is impossible. In order to win the elections, sometimes they have to tell some lies to conceal their defects. If do not so, they will lose the elections. Several years ago, I ever beheld the similar situation. At that time I occasionally had a chance to take part in a democratic election that produced a leader of a small country. In that election, two candidates all put forward and stated in detail their projects about development of this small country, and then one of two candidates sincerely spoke of his some past faults. I believe that you may guess the result of the vote. Undoubtedly, another candidate became the leader of the small country. This is obvious that to lose the elections means that their political careers are over. So to win the elections, an effective politician always utilizes diverse tricks including lies.

Secondly, in some areas involving in national secrets, such as military and economy, a complete honest politician can do harm to the nation. In wartime, if a leader exposes some military secrets such as projects of our attack, undoubtedly we will encounter defeat, and even possibly lose the whole war; in peacetime, if a politician reveals some technological details of new weapon to the public, likely terrorists utilize the information to produce these weapons to make more and bigger terrors. Similarly, in economy, as well as other relevant areas involving national secrets, an effective leader should also tell some lies to cover the truth in order to avoid the loss of the nation and its people. In the course of carrying out a new economic policy, for example, exposed problems panic the public and probably give some chances to speculator making financial crisis. So an effective leader should not throw the truth to the public, but instantly take some actions to tackle these problems. What have been discussed above illustrates the point that an effective politician that sometimes lies to the public is more beneficial to the nation.

Admittedly, an effective political leader should not always tell the truth, but this does not mean that the leader can use it as a pretext to cheat people in any time and in any place. In 2003, what took place in China is a typical example. In the beginning of SARS Virus spreading, as a result of the Health Department of China concealing the truth that several persons have been infected with SARS in Beijing, many innocent people were infected with SARS, even died of SRAS, because of taking some prophylactic actions in time.

In a word, I hope it has been shown that it is impossible for an effective political leader to always tell the truth in some circumstances such as to win the elections and to hide national secrets. An effective political leader can always tell appropriate words in appropriate occasion, instead of complete honesty.

In a democratic nation, there are all kinds of levels of elections from mayor to president. In these elections, we can often see some such phenomena that both of candidates always try to dig opponent's defects and attack it, while seldom speaking of defects about themselves. Do they themselves have no defects? Obviously, this is impossible. In order to win the elections, sometimes they have to tell some lies to conceal their defects. If do not so, he will lost this game. I have been beheld the similar situation. Several years ago, I had a chance to take part in a democratic vote to produce a leader of a small country. In that election, two candidates all talked of their perspective about development of this small country, then the one of two candidates sincerely spoken of his some past faults. I think that you may guess the result of the vote. Undoubtedly, another candidate became the leader of the small country. This is obvious that a politician always tell the truth have no too long political life.

Secondly, in some situation, an effective politician should not tell the truth about national secrets of some areas such as military, economy, business and so on. This is no difficulty to imagine when a national leader expose military secrets to adverse countries, there will what happen. Similarly, in economy, business and other relevant areas, exposed national secrets will bring disastrous consequences to the nation and its people.

Admittedly, an effective political leader should not always tell the truth, but this does not mean that the leader can use it as a pretext to cheat people in any time and in any place. In the course of SARS, what took place in China is a typical example. In March, 2003, when only several persons infected with SARS Virus in Beijing, if knew the fact, we would take some actions to keep from SARS. However, the Health Department of China concealed the truth so that many innocent people gain SARS, even leading to death. The nation and its people encountered enormous loss because of this action.

In a word, I hope it has been shown that it is impossible for an effective political leader to tell the truth all the time.
