"In the city in the region of Treehaven, the majority of the money spent on government-run public school education comes from taxes that each city government collects. The region's city differ, however, in the value they place on public education. For example, Parson City typically budgets twice as much money per year as Blue City does for its puclic school -- even though both cities have about the same nunber of residents. It seems clear, therefore, that Parson City residents care more about public school education than do Blue City residents."

The author's assertion that residents in Parson City place more value in public education than do those in Blue City seems logically acceptable at first glance, especially with the supporting of a suite of facts and assumptions, such as the similarity in the number of the residents in these two cities, and the fairly difference in the budget for public schools between the two. However, the reliability of the analysis process is questionable since the author fails to consider quite a lot of other factors affect the amount of money spent on public school education, and the conclusion is consequently not persuasive as it stands.

First of all, the author unfairly assumes that Blue City and Parson City should have similar budget for their public schools if their residents care equally about public education. Though, as the author cited, these two cities are in the same region -- Treehaven, and have about the same number of residents, it provides no assurances either that Blue City and Parson City are similar in all facades or that both cities should budget similarly for public education. It might be the case that, Parson City has twice as many students studying in the government-run public schools as does Blue City, and accordingly it budgets twice as much money as Blue City does for its public school. Were this the case, these two cities budget the same amount of money for each public school student, and the conclusion in this argument, therefore, is less defensible. And besides, the author fails to consider the differences in the economy status of these two cities -- it is possible that Parson City residents have much higher incomes than do those in Blue City, so the city government collects much more taxes and what Parson City government plans to spend on the public education is only a small portion, maybe less than 5% of the revenue, while Blue City budgets less money but accounts for a great percentage, like 20% of its taxes. If so, opposite to the conclusion drawn by the author, the Blue City treats the public education more seriously than does Parson City.

Secondly, the author does not discriminate the budget from the amount of money that is actually spent but falsely treat them as the same. As is known, when carrying out a plan or program, government often encounters sorts of problems or even unpredictable difficulties and consequently could not achieve the aims. Similarly, it might be the case that Parson City does budget fairly more money for public education than Blue City, but its government might be eventually unable to realize its goal and finally spend less money on public school than Blue City really does. Perhaps, the total amount of budgets for every department of the government exceeds the tax-income in Parson City, and in order to balance the spending with revenue the government has to cut back the amount of money planned to place on public school education. The worse possibility is that Parson City government could hardly make up half of budget on public education since it turn the money to other professions, which are thought to be more important than education in Parson City. If the Parson City government always makes such over-budgeting mistakes while Blue City government does not at all, the soundness of the assertion will be further decreased.

Moreover, the author also fails to consider other patterns of funding from populace to public education. If public schools in Parson City are almost wholly funded by city government, while those ones in Blue City also get donations from average people or local companies. Even if the amount of money or equipment donated by populace are pretty less of value than the funding from government, it will be convincing to say that Blue City residents care more about their public schools.

To sum up, without a complete analysis, it is precipitant to allege that Blue City residents care not as much about public school education as do Parson City residents. The argument would be more convincible by comparing the detailed information about public schools and economy levels in both cities, and could be further improve by providing how well the budgets are realized in recent year in each city. The author should also consider other funding ways of the public schools, which can reflect how much value people place on the public education system. All in all, before evaluating how much residents care about the public school education in Parson City and Blue City, more complete understanding and comparison of the of these two cities are needed.
