16.The following appeared in a letter to the editor of a local newspaper from a citizen of the state of Impecunia.
"Two years ago our neighboring state, Lucria, began a state lottery to supplement tax revenues for education and public health. Today, Lucria spends more per pupil than we do, and Lucria's public health program treats far more people than our state's program does. If we were to establish a state lottery like the one in Lucria, the profits could be used to improve our educational system and public health program. The new lottery would doubtless be successful, because a survey conducted in our capital city concludes that citizens of Impecunia already spend an average of $50 per person per year on gambling."

The conclusion that the state of Impecunia should establish a state lottery to supplement tax revenues for education and public health seems at first sight to be reasonable.To support the claim,the arguer provides the evidence about the neighboring state Lucria.A survey conducted in the capital city of Impecunia is also given to strengthen the claim.However,it commits several critical fallacies.

First of all,the evidence that Lucria spends more per pupil and its public health program treats far more people than Impecunia is insufficient to conclude that Lucria has improved its education system and public health program through the profits of the state lottery.It is likely that Lucria's standard of living is higher and its population is much more than Impecunia so that Lucria has spent more per pupil and its public health program treats far more people than Impecunia.However
,Lucria still may not spend more in education and public health now than it does two years ago.The more convincing evidence that how much money Lucria obtains from the lottery profits and how much it takes from the profits to spend on education system and public program is not provided in the argument.

Second,the argument is also weakened by the fact that there may exist many differences between Lucria and Impecunia.For example,is their residents' income in the same level?Do the two states have the similar constitution of population?Do the residents of the two states have the similar habit of buying lottery?Do the two states have similar social circumstances?Does
Impecunia have the similar law in lottery as Lucria?Considering these questions carefully could help to make a correct decision.  

Finally,both the result and the universality of the survey conducted in the capital city are open to question.The result that each person spends &50 on gambling every year is insufficient to draw a conclusion about lottery in that gambling and lottery are not completely the same thing and no evidence indicates that $50 per year is a relative cost on gambling.In addition,the survey which was conducted in the capital city cannot represent the conditions of the whole state.

Simply put,this argument seems at first sight to be rational but it is logically questionable.To substantiate the conclusion,the arguer should provide more evidence to indicate that Lucria indeed improves its education system and public health program through its lottery profits.The arguer also should consider carefully the differences between the two states.
A more convincing survey is also required to indicate the potential purchasing power of Impecunia people in lottery.
