It is no doubt that each leader in human history wants to be a successful and effective one, so what is the essential quality of an effective leader should be asked, whether the ability to remain consistently committed to particular principles and objectives or changing his own principles and objectives quickly and easily by shifts in popular opinion. As far as I am concerned, I take the stand on the former one, though leaders need considering public's opinion sometimes.

An effective leader should have some particular principles and objectives which he or she will remain consistently committed and usually can be references when his or her make decisions. That is because public who usually have different personality, background and experiences seldom can agree with each other and put forwards some opinions that benefit everyone. Usually they only consider their own profits, and ignore others' profits and let alone the whole country. Leaders who quickly and easily influenced by these opinions will lose their own direction and find it is too difficult to be content for all the public, even more can make no decision. They should have their own principles which will help they see the complex and numerous opinions clearly and choosing out which one will help to achieve his own objectives.

On the other hand, leaders who never consider popular opinion can not be an effective one either. Because of limited energy and time, leaders can not clearly know all the general people's real life, and the higher position of the leader the more difficult it is. If they want to make effective strategy for developing they need to listen what public say, from which leaders will know what public like and what they need. However listening to public's opinions and considering them is never equal to quickly and easily influenced by them. Leaders have higher and broader horizon than general people and they know the real condition of the country and even other countries abroad. They should consider public's opinions as well as the condition of the country; find which is more significant to develop first, whether it is necessary to satisfy some people's profits in order to receive long-term profits for the whole society or change their primal development strategy according to popular opinion in order satisfy general public. This profess including accumulating information, analyzing data and making decision is very complex and it is not equal to changing quickly and easily only with reference of popular opinions.

An effective leader should not be controlled by popular opinions and change his or her own objectives easily and quickly, which will lead to a disordered condition for the society. However considering general people's ideas is necessary too, without which the leader may be blind and lose supporters of his or her, but considering is never equal to changing, an effective one will consequently analyzing the information and make appropriate decision.
