The following appeared in a health newsletter.
'A ten-year nationwide study of the effectiveness of wearing a helmet while bicycling indicates that ten years ago, approximately 35 percent of all bicyclists reported wearing helmets, whereas today that number is nearly 80 percent. Another study, however, suggests that during the same ten-year period, the number of accidents caused by bicycling has increased 200 percent. These results demonstrate that bicyclists feel safer because they are wearing helmets and they take more risks as a result. Thus, to reduce the number of serious injuries from bicycle accidents, the government should concentrate more on educating people about bicycle safety and less on encouraging or requiring bicyclists to wear helmets.'

The author of the health newsletter argue that in order to demonstrate that bicyclists feel safer because they are wearing helmets and they take more risks as a result. To support the conclusion, the arguer points out that ten years ago a survey suggest that approximately 35 percent of all bicyclists reported wearing helmets,  whereas today that number is 80 percent . In addition , the arguer reasons that Another study, however, suggests that during the same ten-year period ,the number of accidents caused by bicycling has increased 200 percent . This argument suffers from several critical fallacies.
    In the first place , The result of the survey lacks aredibility and therefore could not lend strong support to the argument .When was the survey conducted The speaker provides no assurances that the recently collected data suggesting a correlation between the bicyclist wearing a helmet . Firstly , whether the Selective samples from the ten-year nationwide study of the effectiveness of wearing a helmet while bicycling are dependable. Are the quantity of the sample is good ?When did the survey happed? If the study happened at rush hour , many people took the bicycle to work ,maybe it is not dependable . Who conducted the survey ? If the researchers are the amateurs without educating the knowledge of the field, the survey would not be believed. So it  fails to consider other possible factors that may also lead to the increase  in the accident .
    The author assumes that educate people about bicycle safety and less on encouraging or requiring bicyclists to wear helmets will lead to reduce the number of serious injuries from bicycle accidents. However it is possible that the number of serious injuries from bicycle accidents would increase, depending on the age of the bicyclist as well as other factors-such as the condition of the traffic and the skills of the drivers. To illustrate, if the condition of the traffic is bad in the place of the study, the road is narrow and the skills of the drivers are bad .All these factors can make the number of serious injuries from bicycle accidents would increase. Moreover , even if bicyclists have the realizations of safer ,the number of serious injuries from bicycle accidents will not necessarily reduce as a result.
To sum up, the evidence cited in the argument is vague and incomplete, thus does not lend strong support to the conclusion that the arguer maintains .To better evaluate this argument, we need more information concerning the cause of the number of serious injuries from bicycle. Furthermore, the arguer would have to find out the real reasons that cause the accident from bicycle.
