------题目------
It is possible to pass laws that control or place limits on people's behavior, but legislation cannot reform human nature. Laws cannot change what is in people's hearts and minds.
------正文------

The statement reveals an assumption of equality between human nature and people's psychology (including thoughts and emotions) and a vague understanding of the purpose of law. An overhaul of the idea on the relationship between law, human nature and thoughts and minds may shed some light on the comprehension of the ability of law.

One thing is for sure that legislation cannot reform human nature. not because law is lack of capability but simply because law is not designed to change human nature. On the contrary, the legislation of law conforms to some rules, which are derived from something permanent, deeply rooted and shared but not conflicting among different people. There may be controversies in whether abortion should be adopted and whether murderer should be sentenced to death, but there's consensus that careless pregnancy is not right and murder is absolutely wrong. Moreover, consensus exist that at least there is distinction between right wrong. One may argue that the common law is based on precedents and thus reveals relativity in right and wrong. What this argument omits is that many precedents the judgments of common law cite were derived from the system of natural law.

According to this, there would be little use of law if all men stick to the "original design" of human beings. The sad truth is people's hearts and minds, which act as bridges as the deep nature and superficial behavior, often betray the doctrines of human nature. To put it simpler, people just tend to forget what is the common and basic nature of themselves. Hatred is aroused when philanthropy is forgotten, greed is aroused when thanksgiving is forgotten and wickedness is aroused when sense of justice is forgotten. Not aiming at reforming human nature, law itself is an attempt to memorize the forgotten humanity and also help the masses to memorize by giving hints of limits and controls.

It is true that laws control or limit people's behavior. However, this kind of control and limit is conducted by, rather than directly placing handcuffs, fetters and cangues on arms and legs of every member of the society, but imposing impact on hearts and minds on most people. This impact, usually in the form of fear, which surely belongs to human emotions, can sometimes regulate people's conduct even without their understanding of the reason of such law. A driver resisting the temptation to run the red light may not realize the necessity of ensuring the convenience and freedom of drivers from every direction at the crossroad but simply fear the punishment. Nevertheless, fear is not the final result. Combined with the strong power of inertia overtime, fear may transform into habit, or convention. In Islamic world, people are not born to be Muslims but brought up to be Muslims. The doctrines of Koran become deeply rooted, and thus eating pork, which is common outside Islamic world seems intolerable to them.

Therefore, we would never expect a law to change human nature. It is just a guide, leading our long-lost hearts and minds back to the homeland of humanity even without letting us realizie it.

One thing is for sure that legislation cannot reform human nature. for sure这样的词在论证中比较weak not because law is lack of capability but simply because law is not designed to change human nature. 这篇文章我也写过了,但是我的观点是可以改变人们的思想, 因为在不同的社会制度下,法律体系下人们的思想不同, 法律的变化可以改变人们的思想
