Governments must ensure that their major cities receive the financial support they need in order to thrive, because it is primarily in cities that a nation's cultural traditions are preserved and generated.
------正文------
Today there is an increasing concern about preserving national cultural tradition. Some people assert that government should ensure major cities of financial support. As far as I’m concerned I believe that government to ensure the financial of smaller countryside where cultural traditions are better preserved and which need government funds more urgently.

First of all, major cities reserve little cultural traditions because of a trend of globalization. Most of them serve as a connection of a country to take in and exchange ideas with the rest of the world. For example, Shanghai, as one of the major cities in China is turning to be a metropolis with the pace of China's entry into WTO. Admittedly, we can still find some cultural traditions there but a more prevailing trend of getting involved in the globalization is taking place there.  An increasing number of foreigners settle in Shanghai; Shop malls display the most fashionable dresses in the windows; everyday various kinds of foreign theatrical plays, painting exhibitions and concerts are being held there. We will look no further to find a number of other major cities in the world such as Tokyo, Paris, New York. Nobody can slow the progress of globalization. The world is becoming smaller everyday and people tend to be the more like each other, thus making the major cities of a country the primary target to take this consequence.

Secondly, major cities are more capable to preserve the cultural traditions because the municipal receive more avenues than small cities and countries. It is often the case that major cities of a country is more wealthier than other cities, while small cities and countries receive far less money every year due to the less developed industries. It is not surprising that some major cities compose of a large portion of a country’s GDP. Thus the national government should support smaller cities towns and countries to support the nation's cultural traditions.

Thirdly, many cultural traditions are rooted and better preserved in the smaller countries and countryside. This is because these places have smaller population and less developed industries, the citizens are more conservative. For example Zhouzhuang, a Chinese ancient village, people there live by the river and remain using boat as their tools for transportation, many people live on themselves. I believe this kind of village best preserve the Chinese cultural traditions of self-reliance economy. Besides these kinds of country sides lack enough money to repair the old houses and allies which needs national support urgently. Therefore, to better preserve the cultural traditions, governments must ensure that they receive the financial support.

In sum, government should emphasis more attention on the smaller countryside rather than major cities because they better preserve the cultural tradition and need national funds more urgently.

Therefore, to better preserve the cultural traditions, governments must ensure that they receive the financial support.这一段提出了两个观点一是many cultural traditions are rooted and better preserved in the smaller countries and countryside再是country sides需要资助但你的论据不足以充分证明你的观点论述的太少了

In sum, government should emphasis more attention on the smaller countryside rather than major cities because they better preserve the cultural tradition and need national funds more urgently.
个人观点 是把b3分成两段来写,b2删掉将其中的部分内容写进你b3的第二个分论点以上述不当之处再讨论吧

Today there is an increasing concern about preserving national cultural tradition. Some people assert that government should ensure major cities of financial support. As far as I’m I concerned I believe that government to(to该去掉换成should 吧) ensure the financial of smaller countryside where cultural traditions are better preserved and which need government funds more urgently.

First of all, major cities reserve little cultural traditions because of a trend of globalization. Most of them serve as a connection of a country to take in and exchange ideas with the rest of the world. For example, Shanghai, as one of the major cities in China is turning to be 如果去掉to会不会更好a metropolis with the pace of China's entry into WTO. Admittedly, we can still find some cultural traditions there but a more prevailing trend of getting involved in the globalization is taking the first or most important place there. An increasing number of foreigners settle in Shanghai; Shop malls display the most fashionable dresses in the windows; everyday various kinds of foreign theatrical plays, painting exhibitions and concerts are being held there. We will look no further to find a number of other major cities (of this kind) in the world such as Tokyo, Paris, New York. Nobody can slow the progress of globalization. The world is becoming smaller everyday and people tend to be the (去掉the)more like each other, thus making the major cities of a country the primary target to take this consequence.(It’s a little bit weird.)

Secondly, major cities are more capable to preserve(of preserving有加to的用法吗?) the cultural traditions because the municipal receive more avenues than small cities and countries. It is often the case that major cities of a country is more wealthier than other cities, while small cities and countries receive far less money every year due to the less developed industries. It is not surprising that some major cities compose of a large portion of a country’s GDP. Thus the national government should support smaller cities towns and countries to support the nation's cultural traditions.(Is there anything to do with the theme- cultural traditions in this paragraph? Better yourself by citing more relative evidences.)

Therefore, to better(是不是有点别扭,如果改成to do a better job of 会不会更好?) preserve the cultural traditions, governments must ensure that they receive the financial support.(好像没有充分展开,如果能多提一些方面,把tradition具体化一点,比如festivals, folks, the way they talk, being dressed and so forth而且如果能举到美国人熟悉的例子会更好)

In sum, government should emphasis(emphasizes) more attention on the smaller countryside rather than major cities because they better preserve the cultural tradition and need national funds more urgently.

Today there is an increasing concern about preserving national cultural tradition. Some people assert that government should ensure major cities of financial support. As far as I’m concerned I believe that government toto改为should ensure the financial of smaller countryside where cultural traditions are better preserved and which语法没错,但总觉得不太顺,不知道怎么改 need government funds more urgently.

The world is becoming smaller everydayeveryday不对吧,day by day and people tend to be the more like each other, thus making the major cities of a country the primary target to take this consequence.

Secondly, major cities??为什么又说保留传统 are more capable to preserve the cultural traditions because the municipal receive more avenues than small cities and countries. It is often the case that major cities of a country is more wealthier than other cities, while small cities and countries receive far less money every year due to the less developed industries. It is not surprising that some major cities compose of a large portion of a country’s GDP. I believe this kind of village best preserve the Chinese cultural traditions of self-reliance economy. Besides these kinds of country sides lack enough money to repair the old houses and allies which needs national support urgently这一句根本不通阿,应该是说这种地方没有足够的钱来修缮房屋,所以需要国家经济支援吧. Therefore, to better preserve the cultural traditions, governments must ensure that they receive the应该是enough financial support.

In sum, government should emphasis more attention on the smaller countryside rather than major cities because they better preserve the cultural tradition and need national funds more urgently.

Governments must ensure that their major cities receive the financial support they need in order to thrive, because it is primarily in cities that a nation's cultural traditions are preserved and generated.

Should governments allocate money for their major cities to preserve a nation's cultural traditions, for the reason that the major cities are where the cultural traditions preserved and generated? I agree with the author insofar as other cultural customs, such as folk, different festivals and perspectives of different regions, have been equally paid attention with.
What no body would think of denying is that the major cities always play an important role in reflecting as well as preserving a nation's cultural traditions. Considering the most famous cities in the world--New York, Tokyo, Beijing and so forth, one will never fail to figure out the most impressive memories are almost the same, that is, the multicultural and metropolis. People could possible get a scratch of almost every culture in the world. The movies produced by different nations are showing in the theaters conveying what people of another culture are thinking. The daily communications involves so many individuals who possess different convictions or come from different regions with another tradition. The painting exhibiting in the galleries are actually a combination of best works in the world. Everywhere we go, we go with the vision of difference, that is, multicultural. This is important, especially for people living in a world that is experiencing a special event--globalization.
However, there are other forms of traditions that also need to be take seriously, otherwise some significant features or values, which thrive or even survive the culture will be neglected. For instance, the folks never fail to express the feelings or affections of people since it come into being. The American country folks sometimes convey a melancholy love or a life filled with mishaps. The festivals, such as bull festival in span reflects the outgoing and hospitality of the Spanish, always demonstrate a vivid thoughts of people. These cultures are of the same precious as that of major cities.
These culture traditions discussed above are not always stand with the environment of major cities, such as New York, which featured with multicultural and metropolis. Oppositely, a quiet countryside or a remote area might nurture this nice culture, since little interruptions or interferences are likely to happen there. However, it is not follow that the government should let it be what it is, even in a situation that the culture is going to extinct. In this sense, the government is responsible for these accumulated cultural treasures for they have and is continuing to serve as an impulse to thrive the nation's culture.
As what I said above, it is clear that the culture preserved in a relatively remote area is of such a great importance to the thriving or surviving of a nation's culture that should not be ignored mentally or economically. In turn, the government should keep a balance on the developing of the culture treasures of its major cities and other correspondingly remote area and, moreover, always keep a notion in mind-- not to try to    change these valuable cultures deliberately.
