Many people assert that governments must ensure that their major cities receive the financial support to thrive, because it is mainly in cities that a nation's cultural traditions are preserved and generated. On some aspect, I agree with the statement, however, not only we should have a careful choice, but also ought we not to neglect the development of the countryside.
Admittedly, government must give financial aid to those major cities, which the nation's cultural traditions are preserved and generated. Cities are always the centers of politics, culture, and economy. With the development of human beings, the culture improves consistently. In addition, undergoing a long period of time, a great deal of culture resources have been damaged because of the power of the nature or change of historical affairs. Therefore, given that these culture should be preserved and generated, measures such as reconstructing the culture those are damaged and improving those are remained should be taken right now. For example, the city of Xi'an, which has many cultural resources such as Dayan Tower, and stone soldiers of Qin Shihuang, have been destroyed greatly as the time goes on. It is mainly due to the reconstruction of the Chinese government to keep these culture well.
However, since not all the major cities have long history to worth preserving, government should make a good choice whether the financial aids are useful in order to avoid wasting money. For one thing, many cities have only some decade years’ history, such as Shenzhen in China. These cities do not have their own cultures and all the cultures come from other districts. Thus, little investment of the government is enough. For another, although there really exist several culture resources in some cities, they are not so important that we had better invest the money into other areas.
Actually, there exist plenty of small cities and countryside which have long period of history. Clearly, these places need financial aid for their preservation. Moreover, because of their weakness in economy, these places are more likely to disappear and they are eager to receive the aid. For instance, some old cities, which are used to be the capitals of old China, disappeared now due to the invasion of the desert. What a disaster it is! What Chinese government should do is to study experiences from the history and save those cities in danger. Dunhuang stone hole, which is in the World Culture Resource seated in the far northwest of China, for example, is at edge of disappearance years ago. It is the government that helps it shine again.
To sum up, government must give financial aid to those major cities, which the nation's cultural traditions are preserved and generated, however, not only we should have a careful choice, but also ought we not to neglect the development of the countryside. |
