根据imjason的意见修改了一下，主要是原来的第4段分成两段，说理更清楚一些。
题目：Issue10. "Governments must ensure that their major cities receive the financial support they need in order to thrive, because it is primarily in cities that a nation's cultural traditions are preserved and generated."

Culture traditions of a nation belong to all the people in the nation. They should be their unique way to live, not only for the peoples in the major cities, but also for those in other places in the country. Based on this understanding, I strongly disagree with the speaker's opinion, that governments must ensure their major cities receive the financial support to preserve and generate the nation's culture traditions.

Major cities contain only a small partition of all the land of acountry. The population in major cities is also far different from the whole population of the country.  However, the culture should belong to the whole people and the whole nation, not only to those in a few major cities. For example, when we talk about the culture of U.S.A, we refer not only to the east big cities like New York, but also to the west huge area which represent a "cowboy" spirit and deserve our worship as part of America culture. In this meaning, the places outside the major cities also play an important role in the national culture and should not be neglected.

It is not fair for the government to only consider the needs of major cities. Government is selected by all the people and should work for all the people. It should not inspire the living styles of a group of the people while let others going without consideration. Take another example, in my homeland China, at least 75% people live out of major cities. What an unfair thing if we neglect those people’s living style while only advocate the culture in major cities!

Culture is not a modern term. On the contrary, it exists before the big cities comes into being so that it includes things more than a few major cities contains. When we travel in the villages of Asia and Europe, we will probably find so many differences which are influenced by the different cultures. To ignore the places outside the major cities is to eliminate quite a long period of the culture.

In contrast, the big cities are characterized by the recent technology and the places that aremostly influenced by international affairs so that many big cities throughout the world share many similarities.  If we choose to do shopping in Hong Kong and London, we might find so many similar shops selling the clothes of the same band. Government should make effort to let their major cities survive for the economic or political reasons, however, it might not be helpful to preserve the culture of the nation since the major cities are influenced much by recent ages and share much similarities throughout the worlds.


In conclusion, culture traditions outside the major cities are important and should not be thought as a minor part. It is not fair and not efficient to just considering the needs of major cities to preserve and generate the national culture.
