Governments must ensure that their major cities receive the financial support they need in order to thrive, because it is primarily in cities that a nation's cultural traditions are preserved and generated.

1:财政支持重要,可是对于文化传统的态度更重要,如果不重视文化传统,财政支持就达不到目的,甚至不利于文化传统的保护和发展.
2:城市得到财政支持得意繁荣,并不能保证文化传统的保护,政府需要改善发展文化传统,吸引更多的人参与,才能解决根本问题.
3:像对于城市,农村更需要政府的财政支持去保护他们的文化传统.

Some people argue that big cities should obtain financial support from governments in order to thrive and therefore guarantee the preservation and development of a nation’s cultural traditions. In my points of view, the flourish of cultural traditions is depending on not only the money support but also correct altitude toward conventions and a balance between city and country.

To begin with, it is the altitude toward cultural traditions that determines the efficiency of preserving rather than the financial support. With the financial support the administrators of the city could establish varies projects, such as a new subway, a stadium, a park and so forth, to promote the development of the city. Admittedly, to some extend these improvements will furnish cultural traditions with a better circumstance to exist and develop, but if administrators neglect the importance of cultural traditions the ultimate result will be totally opposite. For instance, Beijing, as the capital of China and a modern city with thousands years of history, has generated many cultural traditions such as Siheyuan - a kind of conventional and distinctive house in which living four families but only sharing one communal yard. But along with the improvement of housing conditions, the place where used to be Siheyuan has almost been supplanted by modern buildings. Without the recognition, the cultural traditions can hardly be preserved efficiently or will even be ruined by the thriving of city.

In the second place, the preservation of a nation's cultural traditions in cities is difficult because of globalization, and what governments should do is not only give financial support for cities’ development but also promote and popularize cultural traditions. It is beyond doubt that the distance which has been shorten due to the advanced technology, such as faster transports and Internet, has brought the conflict between globalization and cultural traditions. For instance, more and more children In China eat at KFC, buy NIKE shoes, and see Hollywood movies while they know little about Beijing Opera which is a Chinese traditional opera. Thus, governments should improve and develop cultural traditions in order to attract more people. A nation's cultural traditions can be preserved well only if there are a great number of people who fond of and participate in them; otherwise, the traditions will be eliminated no matter how much money the governments expend.

Last but not the least, given that not only in major cities are a nation's cultural traditions preserved and generated, but also in country, governments should pay equal attention to country. A point in case is China, who has a population of 1,300,000,000 and over 80 percent of its population are farmers living in country. The specific condition determines that country has generated more cultural traditions in China. Another reason why government should concern more about country is the economic situations. Compared with major cities, country is not rich enough to preserve and promote cultural traditions themselves, so it need the financial support more than the cities.

To sum up, the efficient using of financial support which will promote the preservation and development of cultural traditions is much more significant than the money itself. At the same time, governments should not neglect the cultural traditions in country where many distinctive traditions are generated and preserved. Only traditions in both city and country are treated equally, we can achieve our goal of cultural flourish.

先看你的提纲感觉偏了,文章问的是政府要不要提供财政支持大城市文化发展, 传统文化是不是在大城市里保存.
你的第三个观点是在回答后面的问题,可是前两个观点都是讲怎么样支持文化发展.政府要不要支持的问题没有谈.政府应该怎么样支持可以谈,但是不能作为主要,先回答清楚要不要有财政支持在谈扩展的内容.

除了 猫猫 说的问题外,B1 是讲建筑(但它好象不是 traditions ,我原来想写的,但查词典发现没有这个意思); 全文都说 举中国的例子好象不大好,要选材广一些的好,B3 里的理由有点 paradox,人口多文化就丰富,说不过去吧

恩,确实是好像忽略了重点.

我想了一下可以把提纲这样改一下:
1 政府应该对大城市提供财政支持,以保证文化传统的繁荣;
2 把原提纲的第一点和第二点合在一起,即仅仅依靠财政支持不能保证文化传统的繁荣
3 同原提纲,谈农村的问题;likeying27的建议很好,那个例子说的确实没有逻辑.
