我觉得with a high level of education and expansive vocabulary这好象是在说Court interpreters，而persons with very limited language skills without changing  the language resgister of the speaker.应该是在说individuals ，但是句字的意思好象理不太顺，能帮忙分析一下吧？

首先，你忽略了 as well as 这个并列词组，故按照逻辑推理，前后者均指individual/persons
其次，你忽略了运用常识推理，即翻译人士要面对不同的客户，他们需求各有不同，水平参差不齐，但是翻译时不可改变说话者的口气和用意，即language register，这是职业要求

我想如果一个人有a high level of education and expansive vocabulary的话，就不用找Court interpreters 了，所以才会以为with a high level of education and expansive vocabulary是在说明Court interpreters 的水平。
另外我觉得把without changing the language resgister of the speaker放在Court interpreters must accurately interpret的后边应该会使句子意思更清楚一些吧。

2. 放在句子最后，是最佳语序，因为此句的重心要突出2种服务对象，按照你的说法也可以，但是改变了作者的register
