As a result, the problems we discussed are always including whether the strategies are improving or impeding to the progress, whether the deeds are increasing or diminishing the productivity and so on. In brief, all these problems are integrated into the decisions made by the people in positions of power. In another word, the power used by them is evaluated. In my opinion, adopting caution and restraint in using power are totally favorable to the progress of the society due to the purpose of the leadership is that make regions, classes and nation stably develop and life quality reliably improve.

Only does the power belonged by the leaders be given by the citizens for their belief in the leaders and wishes on them to use the power to settle their troubles, solve the conflictions and sustain the prosperity. Once the leaders get the power, their responsibilities for the citizens are increasing. For all these reasons, the leadership should be more cautious and restrained when they use the power. In addition, the decisions only make by the leaders themselves are sometimes not integrated for their lacking consider the situation of the citizens. If they enact the decisions without listening to the residents' suggestions which is the action of cautious and restrained use of power, it would do harm to the society and people.

Moreover, the abuse of power is the spring of malversation. How many ordinary people get the power and then corrupt by the magnet of money, beauty, power and some other things grasp their hearts focusing more on sharing their own life rather than helping their people settle the problems. These deeds run to the opposite direction to the basic purpose for which people would fight against such leadership that use power unlimitedly. On the contrary, the leaders who employ the power more deliberately, more considerately would gain the people's fully acceptance. For example, my hometown is the origin of the mayor hotline 12345 which is for the citizens to dial to let the mayor and other leaders know what the troubles they meet and to be settled and also to suggest the leaders with all aspects of city construction. Because of the trust established by the caution and restraint of using the power, the society of the people should develop in a healthy way with the conduction of the leaders.

We also should understand the definition of caution and restraint in using the power. For the leaders, their capacities of solving problems are decisive but not opinionated, their sights of prediction are considerate but not unilateral, and their treatment to the commonality is affable but not snippy, which emblem their employment of caution and restraints. For instance, 6 years ago, the new mayor stepped to his political arena in our city, the first strategy he enacted which was turning the illegal houses asides the streets down got so many unsatisfactory of the residents. For the residents have got a shorter eyesight than those who devoted to service the residents. What the new mayor did was not turn these houses down rudely, instead of which, he got together the delegation of the unsatisfactory residents, and told them the merits of this strategy though it seemed no benefits to them but had potential effect to both the citizens and the society. Citizens gradually accept the mayor's conception of dilapidation, and agreed with him. The residents who lost jobs due to the dilapidation were arranged new jobs by the direction of the mayor. Illegal houses were turning down and the grass areas were ameliorated, the city looks more beautiful and the air is fresher. The approaches to be cautious and restrained are undeniable knowledge for the leaders to learn as they get the power.

In sum, the most effective way to achieve to the goal of leadership which is constructing the society much more stable and improving life qualities for the commonality is to adopt the power in a cautious and restrained way.
