216.The following appeared in a magazine article about planning for retirement.
"Because of its spectacular natural beauty and consistent climate, Clearview should be a top choice for anyone seeking a place to retire. As a bonus, housing costs in Clearview have fallen significantly during the past year, and real estate taxes remain lower than those in neighboring towns. Nevertheless, Clearview's mayor promises many new programs to improve schools, streets, and public services. Retirees in Clearview can also expect excellent health care as they grow older, since the number of physicians in the area is far greater than the national average."

In this article, the author asserted that Clearview should be a top choice for all the retirees. To substantiate the conclusion, the author pointed out that housing costs and real estate taxes remained lower. Also, he cited that the mayor of the town had promise to improve some facilities, etc. For three reasons, evidence that is provided still lends little credibility to the author’s conclusion.
First of all, some benefits like spectacular natural beauty and consistent climate cannot assure a general conclusion that Clearview will be a top choice for anyone to retire. When people think about a place for their retirement, they will dwell on a lot of elements except for these two ones. They will deliberate whether the town is safe enough to live in, or does government of the town execute some special policies for the old, etc. Without ruling out these or other factors that contribute to people’s determination, it is presumptuous to say that everyone will like it.
Secondly, although the mayor of the town has promised to improve the schools, streets and public services, no one can assure that he or she will really carry them out. It is highly possible that mayor gave out so eloquent assertion just as to attract more people to choose the town. After those citizens have moved in, he or she unnecessarily realize the promises due to many practical causes. Even if the improvements have been executed as the mayor promised, there are possibilities that those facilities or policies still cannot meet the needs of people. In that case, the author seems to be over confident to say that the town should be the top choice of retirees.
Last but not least, there’re no casual relationship between the physicians’ number and excellent health care for citizens. Maybe the labor expenses are low in Clearview that the government can employ more physicians than other towns, but it doesn’t confirm their good qualifications. And also, it is totally possible that most of the physicians are employed to cure other diseases instead of taking care of retiree’s health. Therefore, a direct correlation doesn’t necessarily prove that the great number of physicians will causes the excellent health care for retirees.
In summary, the author’s article is not persuasive as it stands. To make it more convincing, the author should provide us the information that they have done the survey and have proved that natural beauty and consistent climate are the main elements to attract people here. Furthermore, to better evaluate the article, we need more details about the basic situation of Clearview’s clinical system and whether their mayor is such a person with high credibility. (443/25分钟)
