ok, I don't really know about  local pay in Mckinsey China. I have some data about salary in US,not now ,about two years ago,just FYI.
Following information is for KPMG:

Pay
Analyst/Auditor(1st year): $30,000-40,000
Consultant (1st year): $50,000- $75,000
Tax (1st year): $40,000-50,000
Bonuses may range between $3,000-$10,000

Perks
• 20-25 personal days

• Personal Assistance Program
·• Lifeworks child care, adoption, education, disability, and elder care
resource and referral service
• Up to $2,500 in adoption costs, plus up to $2,500 for birth mother medical
expenses
• $1,500 bonus for passing the CPA exam within first year of employment in
entry-level Client Service positions; $750 bonus for passing within second
year; $750 for passing within first year for non-entry level employees
• Bonus for passing each part of the property/casualty exam, up to $20,000
• Bonus for passing each part of the life/health exam, up to $6500 for
attaining an Associateship (ASA) and up to $13,500 for attaining a
Fellowship (FSA)

Not much information is available about compensation at Mckinsey.Insiders sya that the while Mckinsey is "definitely not the highest-pay job around ,"  the job tends to pay  on par with the industry.
Buisness analyst:   $55,000 base + $4,000 signing bonus+relocation expenses
Associate: $100,000-$110,000+$15,000 signing bonus + $10,000-$25,000 bonus.

Are you sure its local pay?11,000rmb/month before tax???
I cannot understand why Mckinsey's local pay is far lower than that at CICC (China International Capital Corporate),even BOC(HK) provides higher local pay than Mckinsey's in terms of same position.

I am sure of Mck'local pay because they have issued the offer letter for Business Analysts candidates.
For CICC, undergraduate students enter the firm as Analysts while Graduate students and MBAs enter the firm as Associates. For analysts, entry level salary is 10K rmb/m, for associates, salary is 25w rmb/y(As you said).
You can easily understand why payment at CICC is higher than Mck, CICC earn much more than Mck in PRC. As an example, you may have heard that CICC got a gross profit of 1 billion USD from China Construction Bank's IPO in HK(Underwriter).
  Almost all the IB and consulting firms are local pay in Mainland China, except for Goldman Sachs and their  newly established joint venture( Goldman Sachs Gao Hua Securities)

About this year's local pay in KPMG, or probably in Big 4, the statement are approximately as follows(1st year, all the money are RMB):
1、Basic Salary: 5000/m before tax (3850 after tax)——Bachelor
                      5300/m before tax (4095 after tax)——Master
2、Qualification pay: If you pass CPA test, there will be additional 800/m
3、Annual bonus: About one month basic salary before tax
4、Overtime: 1% of your basic salary per month. However in KPMG, the first 10 hours which are approved by your manager as OT are done for FREE, from the 11th hour you can get 50/53 per hour. Yet all the OT paid should be approved by your manager.
5、Travel Allowance: 180/day

There is no difference between auditing/tax/advisory department for new employees. It said that because auditors have to travel a lot, therefore they will get more money. Howeve this means auditors have the heaviest work load.

There are some differences about OT policies among Big 4. In Shanghai it is said KPMG is the most professional company with the highest payment on average.
