$14,000 should be enough. I think that you should e-mail him back and tell him that you will make your decision in..... (just to be polite), and also e-mail and chase other universities and tell them that you already received an offer.

Can we chase other universities and tell them? I am afraid that it is not a good idea? I don't know, I just ask.
