It is possible to pass laws that control or place limits on people’s behavior, but legislation cannot reform human nature. Laws cannot change what is in people’s hearts and minds.

Is right… examples….
We create laws, pass them, act them, all of these are for the benefits of human beings. Laws, defined as rules to limit people's behavior, to keep the society safe and wealthy, are certainly able to control us, but can laws and regulations reform or change human nature? I agree with the author, after all, human nature is determined by many complicated factors.
First of all, being in a civilized society, laws play a virtue role in our daily life: We can not set fire at our neighbors’ houses; we can not kill the salesman just because he didn't server me last night; we can not damage the lamp beside the road. Those behaviors are partly because of our common sense, but laws are the primary reason, undoubtedly, since we are afraid of been punished by the government, we obey them. As the matter of fact, laws and regulations limit most of the unacceptable things, which means, laws are fundamentally important, and there's no doubt that people’s behavior is controlled by them.
Admittly, laws changed our behaviors, but did them also change our nature? Apparently, human nature, no matter what color, what race, what age you are, is the same. We are curious, we are greedy, ECT. But if we consider it more detailed, different people has different nature, this kind of nature means your personality, the real one inside of you. It won't be changed just for one piece of law. For instance, if your father is a thief, he taught you how to steal since you were a little boy, after you grow up, will you care a new law that forbid people from the taxi? Meanwhile, as we know, China has forbidden to set up fireworks in cities in the purpose of protecting environment till this year, for a well-educated conservation scientist, will he do that? That is to say, laws cannot reform human's nature. It is determined by many factors, such as, inherit, the background of family, society, education, ECT. Our nature is stable, and unchangeable.
Beside, as the author asserts, what is in people’s hearts and minds, for instance their beliefs, faith and love, won't be changed by laws. It is obvious; to change people's minds is not the purpose of laws. We create laws just to make the world more effective, and provide ourselves a better life, avoid the chances of crime resulted from the negative facet of human nature. Anyway, our nature and minds are so complex and uneasy to change. In my view, if we are willing to change people's bad habits or anti-society thoughts, the best way is not to formula more laws, but to increase the moral lever by education.
In general, laws are really effective in controlling people's behavior, but they are of little usage in changing people's nature and mind, which will be effected by the environment and personal experience.
