issue174 the laws should be flexible enough to take accout of all circumstances
提纲
观点:法律必须随着社会的发展而修订以确保社会的秩序,但是同时也必须维持法律相对的稳定性
1.只有及时地修正法律才能发挥其维持社会秩序的功能
2.僵化的法律会阻碍社会的发展
3.法律相对的稳定性对于维护社会的发展也是很必要的

Basically I agree with the arguer that the laws should be flexible enough to take account of various circumstances, times, and places. Still, I have to point out that the relative stability of the laws should be sustained to secure the order of the society.

To begin with, laws should be established or amended with the development of the society. Laws are official rules and regulations to govern the society and to control the behaviors of its members. When a society marches on, new circumstances may occur, and people would refresh their way to deal with such circumstances. For example, when cars were invented and became popular, people set up traffic rules, say driving on one side of the road, to secure the safety of people as well as the efficiency of traffic. Often enough, when existing laws cannot be well applicable to such new circumstances and rules, people would have to adapt old laws or set up new ones to secure the order of the society. It is not only necessary but quotidian in our history. Take Constitution of the United States for example: the first Constitution was born in 1887, four year later, ten amendments were added in, and up to now, there have been twenty- seven amendments to assure that the Constitution functions as the foundation of federal law system. The evolution history of Constitution illustrates that adaptation of the laws is necessary to secure the order of a developing society.

In addition, being rigid and fixed, the laws can prevent the progress of the society or even cause damage to the social orders. Laws that obey out of date rules cause confuse and unfairness among the social members when they deserve new ones. When the out-of- date laws assume their function to secure social orders, the new born orders are broken, and then the activities that depend on such orders are disturbed, and finally a chaos of such social activities is aroused. For example, laws that secure the Apartheid of Republic of South Africa not only seriously damaged the well-beings of its social members, including all races, and aroused all kinds of social conflicts, but also exclude the country from the U.N and global stage until they were at last abandoned.

However, though the out-of-date laws do harm to the society, the relative stability of the laws should be sustained to secure the stability of the society. Generally speaking, our society develops in a gradual manner. Frequent changes of laws are both unnecessary and disastrous. Trying to set up laws that secure the pre-mature orders do not help them to develop, and sometimes even postpone them.

In conclusion, laws, being organized system for the society to maintain its orders and control the behaviors of its members, should follow the development and changes of our society, that means, neither to be rigid or fixed, nor change them frequently and unnecessarily.

Basically I agree with the arguer[有点太像argument了] that the laws should be flexible enough to take account of various circumstances, times, and places.[很一般的restate,没有起到什么作用] Still, I have to point out that the relative stability of the laws should be sustained to secure the order of the society. [表达出了自己的观点,但是最好不要那么直接地restate,怎么说也改一点吧]

To begin with, laws should be established or amended with the development of the society. Laws are official rules and regulations to govern the society and to control the behaviors of its members. When a society marches on, new circumstances may occur, and people would refresh their way[复数,另外我觉得ways不好,methods或者means会好一些] to deal with such circumstances.[这个跟法律的变化有什么联系,应该是后面论述的重点,可是后面出了点偏差] For example, when cars were invented and became popular, people set up traffic rules, say driving on one side of the road, to secure the safety of people as well as the efficiency of traffic. Often enough, when existing laws cannot be well applicable to such new circumstances and rules[为什么是and rules], people would have to adapt[adapt似乎没有你要表达的那个意思] old laws or set up new ones to secure[这个词出现了好多次,想点别的吧,guarantee,ascertain之类的] the order of the society. It is not only necessary but quotidian in our history. [总的来说,文章结构还算可以,但是文章有点缺乏必要的论述,语言一般,印象很深刻的就是文章出现了6个secure,实在是无法接受。另外,例子也利用得不好]

Often enough, when existing laws cannot be well applicable to such new circumstances and rules, people would have to adapt( 我觉得用amend更好 )old laws or set up new ones to secure the order of the society. It is not only necessary but quotidian(这个词用在这里有点怪) in our history.
