翻译：政府应该保证主要城市接收到用于发展的所需的财政支持，因为一个国家的文化传统的发源和保存在这些主要的城市。
不能只因为要保存国家传统文化才去发展大城市，政府的财政支持主要是构建更好的社会的需要，而且要构建这样的社会，还要保证农村的发展。
提纲：
1 国家的文化的确大多数产生在主要城市，政府应该花资金支持保存。
2 但是不能仅因为这个目的而去发展大城市。还因为大城市是国家快速发展的主力军。
3 在保证城市发展的同时，不能忽视农村的发展。例如中国农村与城市的不协调发展问题。

In this issue, the speaker claims that it is because of the nation’s cultural traditions’ need of preservation that government should ensure that their major cities receive the financial support they need. However, we should not develop the major cities just for the single reason that is the preservation of nation’s culture but also for the reason of developing the whole society. Meanwhile, the rural places’ need should also be served.

Admittedly, it is the major cities that primarily generated the nation’s cultural traditions. Despite of some poor countries which mostly locates in Africa generated their culture traditions in rural places while the major cities are largely developed for the reason of transportation centre. In most cases, major cities are the resource of one country’s culture. Without theses resources of culture, one nation may not develop well because it will easily lose its way and the result will be that every city in one country may have the unique style. For some major cities in China, every city wants to be the international and modern one regardless their own characteristics, such as Xi’ an which is one of the oldest cities in China has lost its way more and more because of the constructing trend turning to be modernizing, reported by the civil paper’s analysis.(感觉这几个逗号用的多了，不知道对不对？) Therefore, the financial support to these major cities is essential for the purpose of preservation and development of the native culture.

However, one country’s support to the major cities should not only for the reason of preserving the culture but also should for the reason of developing the whole society.
These major cities are the principal force when constructing the healthy country and their development directly reflects one country’s development. Firstly, Major cities have better transportation condition that is helpful for other city’s economic development. Secondly, major cities have better educated people who are easily treated to contribute to the nation. Thirdly, major cities have healthier productive relationship which will also accelerate the speed of the nation’s development. So, there are more reasons for the nation to support the major cities despite of the preservation of the culture.

In addition, when one country ensure the support to the major cities, the development of the rural areas should not be ignored either. In China, where about 70 percent of its people are farmers need the same support or even more because the society will become less balance if the country only construct the major cities. Recently, the difference has been forced when the rural places can not receive the support of the government. A lot of farmers even can not go to the hospitals to get the treatment when they have some serious diseases because of the high fees of the treatment which is the same for the people in the major cities who have the salaries nearly about six times more than the farmers. If the government does not support the rural places to help them change the poor life, the whole country may not became balance and health. This kind of dilemma, on the contrary in 20 years before, did not exist because the people at that time have the right to get cooperating treatment which can be done throughout the country. For the purpose of constructing the major cities, the rural places were ignored. If this continued, the major cities may become more and more prosperous on the base of the farmers’ poverty and ailment who are the mother and father of the citizens’ food and clothes.

To sum up, one country should preserve the nation’s culture forever because cultures are the soul of the nation, at the same time it should consider more about the construction of both the major cities and the rural places.

字数终于上600了，提纲也写得比以前口快多了，但是正文还是写了3个多小时。总结原因，1脑子里根本就没有好例子，要多搜多总结自己的。2 背单词，学短语，不能老查文曲星。

To sum up, one country should preserve the nation’s culture forever because cultures are the soul of the nation, at the same time it should consider more about the construction 这个建设也包括了文化建设和其他方面的，所以感觉用at the same time 来转折不恰当。of both the major cities and the rural places.

总的感觉把题目的真开和把握不是特别好，感觉有些凌乱，句子可以再精练加强．可能是我和黄瓜的思路有些不同，所以意见颇多，有问题我们讨论。

以下是我第一次写，请多指教。
我的提纲：
正面肯定：
1. 列举各国的首都作为例子，既是大城市又是文化保存得较好的地方
2. 大城市文化保存的好的原因：资源稀缺性，大城市尤其是首都占尽天时地利，可以获得更多的资源来发展。在发展的过程中，文化也得以繁荣。
补充：
也有不是主要城市的地方，文化保存得较好，且很重要。不仅是政府，其他组织也应该给予包括财政资助在内的其他方式的关注和保护。
As a convergence of human being civilization, major cities of all countries around the world intensively reflect the highest intelligence and asthetic level of each nation. Adimittedly, the various need of development especially the basic financial need should be priorily addressed by government of each realm.

The statement immediately bring to mind is many properous metropolitans, especially the captials, across globe such as Rome, London, Paris and Beijing with a long history of the preservation of royal palace, gorgeous church or temple buildings, large public plazas and long-developed trades and transactions. It's not suprised that these major cities are left with reputations and centuries of properity presumbably as they locate where lies in the government at the time. It's their extradinary locations that facilitate a prestige/privilege of a priority of final investment and other kinds of attention/support. Since many government treat these major cities as symptom of their countries' economic, cultural and political develpment achivement, extremely in ancient times.

Additing further credence to the statement is the fact that the resources for human being is always insufficient. In light of efficiency, many countries and nations consequently have had one and another major cities concentrately constructed  to  display the whole nation's diligence and wisdom. Undisputably, people have this natural trend to move to places with better living conditions varing from climate, economic, to transportation. Major cities as a result received more human resources, financial fundings and generated a greater needs of further developemtn to accomodate larger population. As more personnel, financial and other resources pouring into the major cities, more civilization is additng to the major cities. In the contrary, as less attention and resources are given to the minor cities and rural areas, they walk at a slower pace of development inspite of little even no less original conditions including both natural and aritificial ones.

Giving these scenarios, the other places except for those mjors cities in human civilization history shold never the less being ignored. Due to the devotion of great effort from history researchers, many ancient prehistorious sites were founded to be important origins of mankind. Moreover, cities that not well-known like London, Paris still today are kept their distinctive yet even more sigificant characteristics of culture and art in human history. Compare with those major cities mentioned above, they are in severe need of not merely government's but also the whole society's financial and other kind of support, since they're being in danger with long lacking of adequate attention.

In sum, to protect a nation's cultural traditions, major cities as well as some special sites all should be given a prior financial support from government and other social group.
