u should not ask for the simple meaning of 'for what ' as a single phrase.
Sorry that I have a different translation for this sentence.I think this sentence might mean that our goverment is failing or will be defeated since it refuse to see the fact as it is.

think u r partially right. defeat here is, as it is, a noun. i have the impression that defeat as a verb is alwaystransitive. like defeat someone or be defeated by someone. by the by, isee no cause-and-effect connection between the denial of reality andthe defeat that impends. so my paraphrase simply goes like "ourgovernment refuses to concede its upcoming defeat in this war."
