about the charge to the credit card used aboard

I am sorry I can't input Chinese right now, but it is very urgent for me.

My Master credit card is issued buy China Commercial Bank. The staff said they wouldn't charge me additional fees if I used it in the United States. It means, I use US dollars in the United States and pay back by Chinese RMB in China, according to the exchange rate (I don't know the term, it means "Hui Lv"). But some people say the Master Card will charge me at the rate of 5% or so per time I use this card aboard.

Which is right? Thanks a lottttttttttt!

我用的是中国银行的长城国际卡(VISA),美国用钱,国内用RMB还(按照当天汇率),没有额外手续费.

I am sorry I didn't clarify it. I mean the Master or Visa Card Organization charges me rather the banks (whatever bank, such as Bank of China, China Commercial Bank, and so on). Do you think so? If we spend $1000,  will the bill be $1005, for example, and will the bank charge us $1005 multipled by 7.97*, or just charge $1000 multipled by 7.97* then?
