The most essential quality of an effective leader is the ability to remain consistently committed to particular principles and objectives. Any leader who is quickly and easily influenced by shifts in popular opinion will accomplish little.

Sometiems I heard people with the question 'what makes a leader?', I say 'leaders lead people'. A leader is one whom others consistently follow. Because people have a belief in the direction, integrity and competence of the one's leading. Hence it is necessary for being an effective one that the leader has it's own political principles and the strength to insist it, and what is more is that the leader also cares or ponders public opinions or respond during some decision timing.

To begin with, we cannot defy the importance of persisting on an idea or a principle to a leader, in other words, a leader without principles or convitions is not even a qualified leader, say nothing of 'an effective leader'. Let us assuem that you can see news which descibe that how the US president shift between different opinions to one issue from his advisors on N.Y Times and USA Today. Ever think of what it will impress the citzens? I believe that most of us will surely consider that the president as a coward without his own will or decision. Apolitical leader who lost his or her supporters can be very enervated. People definitely will doubt at all his domestic and diplomatic decisions before, and these will consequently cause the slow and unwilling execution of them. Hence his or her policy will be more likely to fail than the one comes from a decisive leader and he or she will then be very less to be as successful or even qualified to be a leader. Having a non-comitted leader will be a disaster for the country.

On the basis of the arugument above, there is no doubt that the capability or willing to stick on his or her own principles or objectives is the pivotal factor for a leader to be a qualified and effective one. Nonetheless, it does not mean that the popular or public opinion is trifle or insignificant. One little time neglect of a leader to popular opinion may ruin the leader's public basis. To public opinion, an effective leader should neither be a pushover that is affected easily nor totally be deaf to it. Instead, his or her rightful and sagacious attitude toward the public opinions should be selective or discriminate. On the one hand, a leader who is so easily influenced by popular opinion is a shiftless one who lacks of determination or foothold, just like the one I argued above; on te other hand, a leader who is so willful or headstrong that disregard or ignore people's thought or advice, he or she is about to be cut out his or her brainpower and support by him or her self. Sooner or later, nobody would espouse such kind of a leader. Abraham Lincoln held the negative principle even after he won the election, but, to comply with the development of human civilzation, he changed his standpoint as the civil war started, by which, he additionally got more and more support which bacame his political capital later. Hence, considering the situation before make a decision if a leader should insist on one principle would be very important a criterion to an effective leader.

For conclusion, an effective should be competent to remain consistently committed to particular principles or objectives, which is only the basic quality. Furthermore, in order to achieve better accomplishment, he or she should be sensitive and attentive to his or her people's opinion and adopt useful advice to some extent by considering the specific situation. Additionally, I would say that the competence of considering of situation is only one of many vital factors affect a leader to be a qualifed, effective, or even an excellent leader. A good leader should be a person with passion for the course; be a a holder of values; be a reader, learner and communicator; be a friend possesses both confidence and huility, etc. All these timbers will make him a good, better, best leader.

2. 3篇结束还是感觉对于issue了解不够透彻. 看来还是需要看一些新东方的东西了. 毕竟这是一种规范化作文考试. 愈规律, 愈分数.
