部分同意  1+ 1- 2+
1.       New leadership indeed can bring revitalization to the enterprise. E.G: new rules, new people, even new direction. It can also help to prevent corruption.
2.       New leadership needs more time and energy toadapt  to enterprise and no one can make sure that the new one would be a good leader.
3.       Old ones have more experience and more familiar with the enterprise and staffs in the enterprise trust them more.
4.       We need a balance between the new and the former.

  In some aspects I agree with the notion above that in any profession those in power should step down after five years and the surest path to success for an enterprise is revitalization through new leadership. However it ignores some compelling arguments that too frequent alternation of leadership would cause a waste of human resource and bring cretin riskes to the enterprise.
Admittedly, we do need a limitation on time of the authority. This alternative leadership would bring fresh air and vitalization to the enterprise. There are too many examples in the history of enterprise that a new leader came out and save an enterprise from the edge of bankruptcy. One of  those is the story of IBM, which is one of the biggest computer enterprises in the world. Before the management of Jack Welch, it almost lose all its vitalization and sales. But with the come of Jackie, who once said that the elephant can also dance too, the company began to survive and find its new way and position in today's market which is full of competition. Nevertheless, without alternation of the leadership, anyone in power would be free of the anxiety of losing the power and thus the problems of corruption and despotism would come out. It there is a restriction that the leaders must step down after five years or some other periods, the people with authority would have less chance to corrupt. It is safe to conclude that the restriction on time of the authority do help for an enterprise on the path to success.
  However, when a new leader take her/his responsibility to an enterprise, a period time of adaptation is required. The new leader must spend a certain amount of time to get familiar with the enterprise, which is also fresh and strange to her/him. Maybe someone would argue that it is possible the new leader is already in the enterprise before and just gets promotion, but she/he surely also needs some time to adapt to the new position. To get further, if the enterprise promotes some outstanding staff to be a new leader, no one can make sure that this fresh manager would lead the company to success. The same problem would also exist if the new leader from other enterprise, in that it is at least that the working style of this enterprise is not very compatible to her/him. Simply put, introducing new leaders would bring the risk of managment with the revitalization.
On the other hand, the former leadership does have some advantages in coping with problem and inspire staffs in the enterprise. Because of their experience and, they can easily and skillfully solve the facing problems. Familiar with the enterprise of the enterprise and her/his position, she/he can easily find out the essential problrm of the company.Furthermore, the trust they won in the staff cannot simply be replaced be the new ones in an immediate time. It is the common situation that some excellent staff would leave the enterprise if their admiring leader steps down. Thus, the human resources drainage would also be a vital problem to an enterprise.
  In sum, new leadership certainly can revitalize and bring fresh air to an enterprise. Without it ,it is hard to prevent corruption and despotism. However, with the new leadership, the risk of poor management and the time of adaptation are also hard to coordinate. Thus, when we come to this kind of issue, we should also take account into the former leadership's advantage and make a balance of them.
