2.The following appeared in a letter sent by a committee of homeowners from the Deerhaven Acres to all homeowners in Deerhaven Acres.
"Seven years ago, homeowners in nearby Brookville community adopted a set of restrictions on how the community's yards should be landscaped and what colors the exteriors of homes should be painted. Since then, average property values have tripled in Brookville. In order to raise property values in Deerhaven Acres, we should adopt our own set of restrictions on landscaping and housepainting."

2.时间。The example of Brookville is just for reference,'cause the rasie of property values of Brookville happened 7 years ago, which is a long period. During these 7 years many things can happen to affect the values of property.
3.地区差异。There're differences between DA and Brookville. eg: the arragement of the houses, the traffic situations, the views of residents about the houses, etc.

In this letter a committee of homeowners from the Deerhaven Acres recommends that in order to raise property values of their town, homeowners should follow certain restricitons concerning the exterior appearance of the community's yards. To support this recommendation the committee points out that the property values of Brookville,a town near Deerhaven, has tripled after their community adopted a set of resrictions about landscaping the yards and painting the exteriors of homes. But there's any persuasive evidence to support this argument.
To begin with, there's no direct link between the exterior appearance of the community houses and yards with the raise property values. Maybe there some fragil connection between them. Beautiful appearance of houses may appeal people's eyes, which will lead the potential house-buyers to buy houses here. But how many potential buyers, the community has no statistic information about it. The community of Deerhaven has failed to consider other alternatives which can influence the flatuation of property values. Such as, the whole economic enviroment of the city or the country may very good during these 7 years, prices of many things have raisen, so does the property values of Brookville; another possibility is the influx of workforce may raise, which increase the needs of the houses; etc.
Secondly, the committee of the Deerhaven Acres cited the example of Brookville, whose property values has tripled after adopted series of restrictions 7 years ago. To think it carefully, what happened 7 years ago, can just consider as a reference, becasue 7 years is a long period, during which many things can change. For example, the views toward the exterior appearance of the houses of people can change as the change of aesthetic standards. Nowadays, people pursue individuality instead of similarity, which means people don't like the similar appearance of their houses. If now the Deerhaven Acres to paint all the houses with the same style or color, which may wipe out individuality and result in the decrease of the property values, which is opposite to the wish of the committee of the Deerhaven Acres.
Thirdly, the committee of the Deerhaven fail to consider the differences between it and Brookville. For instance, the arragement of the houses in these two towns may different. In Brookville, houses may small, each on a similar basis, say, a two-storey house with a garden, while Deerhaven Acres is a much larger community where the apartment buildings and house are mixed together, on a quite irregular scales. Obviously, it's easier for residents in Brookvilles to follow some kind of restrictions. And there're other things, such as, the traffic situations and so on. All of these differences can influent the property values of an area.
To sum up, there's no direct relationship that the restrictions on the appearance of the yards or houses has attributed to the raise of the property values of Brookville. Without accouning for these possible factors which may affect the change of property values i mentioned above, the committee can't assume they will get the same result as what has happened in Brookville. If they want to raise property values of the Deerhaven Acres, the committee should make a thorough investigation and study of the charactoristics of the area, to provide persuasive evidences to make sure that to apply some restrictions on the apprearance of houses can contribute to the raise of property values. |
