A nation should require all its students to study the same national curriculum until they enter college rather than allow schools in different parts of the nation to determine which academic courses to offer."
【翻译】
一个国家应该要求所有的学生在进入大学之前都学习由国家统一制定的课程,而不是允许由国家不同地区的学校去决定课程的安排。

观点:
基本同意,国家应制定核心,基础课程,而仍保留一些空间给个性化的特色课程。

提纲:
1。对于大学前的教育,主要是学习各种基础知识,培养习惯,制定共同的课程有其实际的优势。
2。在大学前,学生有大致相同的知识背景,有利于选拔,设计大学课程和学生间交流。
3。但是,仍不能忘了结合当地的特色和学生的特定要求,要注重启发,而不是灌输。

Whether a nation should design the same national curriculum to its students should depend on the different stage of learning as well as the types of curricula. Considering the features of the education before the college, I generally agree with the statement. However, with most curricula designed be national government, we should still not neglect to offer some specific courses to meet different kinds of students from different places.

Firstly, I agree that the national government should design the same curricula which offer elementary knowledge and principles, according to the characters of education in elementary or even middle schools. During the childhood, both elementary schools and middle schools focus on teaching the basic knowledge of sciences, social sciences and humanities. As these curricula would be taught almost in every school and their contents are generally same while they are at their basic level, it is unnecessary and inefficient to encourage every school to design their own version of the same subjects. Moreover, to design a good curriculum requires not only educators who have a profound understanding of a certain subject as well as its purpose, but also enough material investments to support. These requirements are not affordable for most schools. It is reasonable to believe that national government can find qualified designer and sufficient budget to support the developments of those curricula.

Secondly, besides the consideration of the particular characters of elementary education, the same nation wide curricula also give a roughly same knowledge background. Although education should be with diversity and flexibility, we can not avoid facing the problem that the diversity of curricula increases the difficulties to select the excellent students fairly by examination. If the textbook of a same subject are slightly different, then it would be probably that some questions of the exam are beyond the certain students' knowledge. If this situation occurs, it is improper to blame neither the school nor the student, and the student could do nothing but be sorry for his bad luck, which is obviously unfair. Another advantage of the same cultural background is that it is convenient for students to communicate with others on their learning, through which the core spirits and culture are conveyed by these national curricula.

However, on behalf of offering an open and flexible education to benefit the children's integrity, we should still design some featured courses to meet the needs of students. The advantages of the same national curriculum are that they offers a standard for the educators to teach and select, and a convenience way to preach some common sense that the governor and educator emphasis. Then the disadvantage of the approach also comes from this point. Who can be the authority to decide whether it is worthwhile teaching or not? The answer is the educators from the government. Since the source of those national curricula is government, they probably show the preference of theirs more or less. So the additional work for the school is to teach students to have an independent mind to sift the truth from fabrication. It is more important to have the ability to find truth rather than be preached with it.

After all, when we want to decide whether to design national courses, we should not only judge on which stage the students are on but also take the type of curriculum into consideration. Given the constraints of finance and human resources, it is wise to face the fact and make some compromise to combine the national curricula as well as featured curricula.
