Issue69

"Government should place few, if any, restrictions on scientific research and development"
【翻译】
政府应该少限制科学研究和发展。

观点:
不同意。政府有职责给予科学发展和研究必要的限制。

提纲:
1。对于社会有危害的研究,政府应给予必要的限制
2。没有政府的组织,难以形成合力,攻克重大课题
3。政府的限制也可以用来使各个学科均衡发展
4。政府的限制也可能被利用于其他目的,如执政者的一己之愿等。
5。但是,总的来说,政府的限制利大于弊。

It is reasonable to give a relatively independent environment for scientists to research and develop. However, there are still some reasons, which are no less important than scientific independent spirits, to place necessary restrictions on scientific development.

In the first place, when scientific achievements are applied into practical uses, not only do they benefit our social life, but also they might be a great threaten or even catastrophe to human beings. They can bring about severe moral problem in society, such as human clones. Imagining that a newly born baby can be identical to someone of your relatives, it would be a disaster in our current moral system, if the government takes no measures to stop such crazy research. The impact of scientific research can be even worse and horrible. The extensive research of nuclear weapon after its fundamental theory was discovered by Einstein results in the explosion of two nuclear bomb in Japan, which killed hundreds of thousand people. This is a typical alarm of unrestricted scientific development.

In the second place, the restriction on scientific area is a necessary method to meet the national or social requirements. Though scientists may have their own interested subjects, the government can congregate them together to solve certain subject which makes greater contribution. For instance, China has a population of 1.3 billion people so that the insufficient food supply is an urgent problem for all agricultural scientists. Fortunately, after several years diligent research and joint effort, they created a new breed of rice which has much larger yield. Without this governmental interference, this achievement might be found decades later.

In the third place, the government restriction on science can keep the balance among scientific areas. Some subjects may become welcomed in certain periods due to the social trends. In that case, government should take measures to restrict the development of those hot subjects and maintain the healthy and stable development of most scientific areas.

Admittedly, the scientific research would be developed much more liberally. And the restriction the government places sometimes are not proper due to  limitation of government itself. Governors may make use of these restrictions and measures to stabilize their authorities. During the years right after the world war II, several nations started a competition of military equipment. This especially true in Soviet Union, they almost focused intellects of whole nation to develop nuclear weapons. However, they neglected the research on light industry, which suffered a lot in later years.

In sum, after my examination of this issue, though there are some defects on governmental restriction on science, its benefits are significantly beyond objections and necessary to maintain the robust development of science.

科学类的题目写的比较郁闷,没太多想法,所以字数也不太够.
