TOPIC: ARGUMENT42 - The following appeared in a proposal from the economic minister of the country of Paraterra.

"In order to strengthen its lagging economy, last year the government of the nearby country of Bellegea began an advertising campaign to promote ecologically sound tourism (ecotourism). This year the number of foreign visitors arriving at Bellegea's main airport doubled, and per capita income in Bellegea increased by ten percent. To provide more income for the population of Paraterra and also preserve the natural environment of our tiny country, we too should begin to promote ecotourism. To ensure that our advertising campaign is successful, we should hire the current director of Bellegea's National Tourism Office as a consultant for the campaign."

The arguer that Paraterra would increase income and preserve its natural environment if Paraterra adopts the policy of the nearby country named Bellegea and Bellegea's National Tourism Office director should be hired to conduct the policy. Actually, the arguer makes a fallacy of "false analogy" and his or her conclusion is unconvincing.

In the first place, there is a false analogy between country Bellegea and Paraterra. Bellegea began its ecotourism campaign possibly because it has beautiful natural environment, but it is quite possible that Paraterra's natural environment is not suitable for ecotourism development. For example, most of the area of Paraterra may be covered by desert and under which ample mineral resources are buried, therefore Paraterra should develop its industrial rather than ecotourism.

Secondly, there is no evidence to support that the increase of the income for Bellegea is directly due to the ecotourism campaign. The increasing of number of foreign visitors arriving at Bellegea maybe caused by its fast development of economics which attract more people to reach Bellegea to accomplish their economic corporation, and maybe the Bellegea's main airport is an important turn for foreign visitors. In addition, the increase of the income of Bellegea cannot be totally attributed to the increase of foreign visitors to Bellegea’s main airport. It is very likely that the import and export trade of Bellegea become more vivid than past.

Finally, even if the ecotourism campaign promotes the income of Bellegea, the success maybe is not due to the current director of Bellegea's National Tourism Office. It is entirely possible that the predecessor director conducted the ecotourism campaign and the current one is a recent elected new director who has nothing to do with the campaign. Thus if Paraterra hires the newly elected director it is hard to say that he or she will direct a successful ecotourism campaign in Paraterra. Besides, given that the director have conducted the ecotourism campaign efficiently, we cannot insure that he or she will also success in Paraterra because Paraterra is different from Bellegea not only in natural environment but also in the organization of the government. It is possible that Paraterra is too bureaucratic to promote the policy of the ecotourism campaign.

Therefore, to convince me the arguer should provide more information such as the detailed geographical information about the country Paraterra and the contribution of the current director to Bellegea's campaign. Also the arguer should provide the substantial relationship between the increase of visitors and the increase of its income.
