10The following appeared in a letter to the editor of a Batavia newspaper.

"The department of agriculture in Batavia reports that the number of dairy farms throughout the country is now 25 percent greater than it was 10 years ago. During this same time period, however, the price of milk at the local Excello Food Market has increased from $1.50 to over $3.00 per gallon. To prevent farmers from continuing to receive excessive profits on an apparently increased supply of milk, the Batavia government should begin to regulate retail milk prices. Such regulation is necessary to ensure both lower prices and an adequate supply of milk for consumers."

The arguer claims that regulation of retail milk prices is necessary in Batavia(Ba) to ensure both lower prices and an adequate supply of milk for consumers by stating facts that the number of dairy farms has increased and so has the price of milk at the local Excello Food Market(EFM). However, enough evidence can validate neither of the assumptions that the two facts are based on.
First, the arguer unnecessarily equates the number of dairy farms throughout the country to the supply of milk in Ba. It is obvious that the arguer wrongly considers the conditions throughout the country represent those in Ba. What is more, the number of dairy farms is apparently a different concept from milk supply. Because it is possible that the dairy farms no longer produce milk but other dairy products so the supply of milk has decreased. Or it is possible that local population of Ba has grown so fast that the increase of milk supply cannot meet the demands so the supply has reduced relatively. In a word, the arguer is not able to convince me of the increase of milk supply in Ba by simply putting the unpersuasive fact.
Second, the arguer fails to rule out the factor of inflation when examining the local prices of milk. It is very likely that with economic development, the overall level of prices in Ba has increased considerably so the increase of milk price stated by the arguer does not make sense.
Third, the arguer fails to come up with strong demonstration to establish the causal relationship between the increase of the price of milk at EFM and the excessive profits made by the local dairy farms. Firstly the situation in simply one market cannot indicate the whole. So the overall income of local farms may not has increased. Secondly, the arguer fails to rule out the possibility that the cost of producing milk has also increased greatly, if so, greater income does not manifest considerable increase of profits can be seen.
Last but not least, the arguer neglects the possible negative consequences of the regulation. In an economic view, such regulations imposed on dairy farms may lead to their cutting of milk producing, thus causing not enough milk supply, so adequate milk supply and access to milk of local people cannot be ensured.
In sum, marked by assumptions not well supported incomplete thoughts, the arguer scarcely persuasive me that regulation of retail milk price in Ba is a good choice. In order to make the argument convincible logically, the arguer has to well prove that excessive profits are being made by local dairy farms and put forward ways to prevent the reduction of milk supply that may be caused by farms.
