Is it necessary for a public official to maintain the highest ethical and moral standards if he or she wants to be an effective leader? Considering the significance and importance of ethical and moral standards along with the special role that an effective leader plays, I insist the point of view that it is important and necessary for a public official to maintain the highest ethical and moral standards in order to be qualified as an effective leader.

Undoubtedly, ethical and moral standards have played a very significant role not only in modern society but in history, which is indispensable for a nation’s survival and development. Ethical and moral standards are criterion in common sense which encourage the virtuous behaviors and restrict or denounce the vices. Considering the common ethical and moral standards, people can restrict the illegal or unsuitable behaviors when they have a desire to offend the rules. There will also be an atmosphere of systematic ethics and moralities, which plays an important role in supervising and conducting people’s behavior and thoughts. Supposing if there are no ethical and moral criterions in society, there must would be numerous conflicts and harmful behaviors, what’s more, no one consider them to be wrong. What a terrible society! Consequently, ethical and moral standards should be established in every person, of course including a public official, thus we can expect a more safely nation and a more harmony society.

As the position an effective leader takes, the most important and elementary responsibility is to have his work well done with justice, impersonality, and in a best way which is a conformance of majority of citizens on publics. All these qualities and duties are rendered by high standard of ethnic and morality. With the highest ethical and moral criterion, a leader can judge a behavior or person with discreet verdict and decide correctly whether to punish or praise the behavior according to its influence to the whole society. Therefore, the leader promise a safe and harmony society and have an introductive function to encourage people behave according to the common ethics and moralities.

An official without high ethnical and moral standards is doomed to not only fail to lead the public effectively but also to spell disaster on the public. Not having the obligation of encouraging people to conform the ethical and moral standards, the official himself would also depart with the right rule of behaviors which not only can’t establish an exemplar to his populace but also brings harm to the society. The rakish and smart president Bill Clinton, who is excellent in politic decisions and strategies, didn’t have a strict ethnic and moral standard in his mind when he was involving a sexual relationship with Lewinsky, who take the position of his secretary. When this scandal was revealed to all over the world, most people who admired his charisma and sensible talent of leadership changed their attitude. As the president, the most important and powerful man of the nation, Clinton made an ignominious page of macula in his splendent career as a politician, which resulted in his inefficiency in leading the whole country after he had this flaw offending the ethics and morality which are accepted by most people.

To sum up, there is indeed a necessary to erect a strict ethical and moral standards in public official both who want to become an effect leader and those take the common position, as it is the premise and responsibility to service much better for the society. Thus, the officials can play an important role to regulate and introduce people’s behavior so that to promote the whole level of the society’s comfort and harmony.
