Is scandals more useful in making people focus on problems than public speakers and reformers? I think so because empirical experience can fully prove it . However, after reflection I must point out that scandals have lots of disadvantages and negative effects and it do more harm than good to our society.
   
It is undeniable that in many fields scandals are a significant part in drawing people’s attention and promoting progress. First turn to the arena of politics where most scandals lies in . There are many examples about the positive effect of scandals. After the Watergate revelations, Congress was provoked to pass several pieces of legislation designed to curb executive power in the future, say, the War Power Act (1973) that require president to consult with Congress before sending American troops into combat abroad. After those scandals about campaign donation, people take more concern about government’s policy in economy because some policies may tend to support those enterprises who supported politicians before, this is a case we don’t want to see in a open , free, fair market economy .
   
In the business world the situation is similar. It is common sense that science and technology develops faster now than before , legislation of law often lags. But when some scandals break out , public attention will soon diverts  to the problem and thus spurs government to accelerate the process of making law in solving the problems. Moreover , sometimes in commercial entertainment , scandals could be more useful because what some artists, plays , performers want is just public attention . If controlled appropriately ,scandals can significantly increase one fame both in and out .
     
However, sandals have many negative effects and sometimes hamper the development of society. The primary reason for my view lies in the fact that scandal from some small moral error often destroys an public figure’s whole fame or at least make people ignore his/her contribution . When we talk about Bill Clinton , more attention is given to his sexual sandal and less given to his speech skill, leading, contribution, personality , which I consider to be unfair.
   
Another reason has something to do with the purpose of revealing the sandals. In politics , scandals often serve as a powerful weapon in competition for authority. Almost all candidates try to get some mistakes done by their opponents ,often illegally ,and turn those errors into sandals. Watergate is just a failed case. Even if it is done in a legal way , I still can not appreciate it because it is greatly ironical that those who acclaim for fair competition, equal opportunity is just competing by unfair means. Besides, since people usually show interest in kinds of scandals , it is profitable for medias to provide people scandals . I concede that medias can often discovery scandals, but more often they produce scandals themselves. We waste much time on scandals that are not truth, and public figures also feel headache about these. How can we expect a leader to do a fantastic job while being disturbed by false scandals?
      
Finally , it is a great mistake for a society to hope to make new law or reform relying too much on scandals. Although scandals have merit of promoting progress, too much rely on them can lead to the ignorance of other better ways for the same goal. In most field scandals is very rare or even none, but this does not mean reform and progress is unnecessary. A mature society should find other more effective ways to substitute scandals because of the negative effects of scandals.
     
In sum, I agree with speaker’s assertion that to some extent scandals is useful to society, but further consideration shows that the harm scandals bring about far surpass its positive effect.
