With the dramatic development of modern science, plenty of our imaginations and dreams come true: flight could help us shuffle(shuttle) between continents conveniently; robots would go deep into the oceans to detect minerals and new species for human; cloning technique could duplicate our own organ to longer our lives(有没有实现?); discovery of innovative drugs defeat lots of severe diseases. However, science is always a double-edged sword, we should also be vigilant and surveillance(名词[/size]?) the abuse of these techniques to avoid unnecessary infliction. Government, with the utmost power and authority, is the best and most suitable candidate to regulate scientific research.(这句很好,学习)
First of all, the bases of scientific research require tight regulation and restriction to be effective to be meet reconciliation. The promotions of scientific research trigger the fault(我觉得用错误不好,比如矛盾什么好象好一点,而且不是绝对的,加些might更精确) between human beings and the living environment, nature ecosystem, ethical issues or religion belief(喜欢LZ用这短语,学习). The adaptation to the corresponding changes is the first(highest) priority concern(cut) in the society. Although perfect scientific environment would be full of freedom, based on humanism and the idea to keep natural balance, the actual experiment procedures or conditions still needs monition and limitations. For example, before legislation upon animal experiments, cats were treated as a perfect model to study brain and electrodes or other equipments were implanted onto the heads of cats cruelly, which bring them tremendous pain and irreparable deformity. Similarly, rats, mousse(mouses) and monkeys were either injected with virus to study human diseases or spread with chemicals to apply allergic tests. These brutal activities should be and must be prohibited. Government, the entity with extreme authority and power, should play essential role in these research’s regulations.
However, restriction upon scientific research should protect research freedom rather than making a hindrance.(转折时没有强调条件,比如说符合伦理道德的情况下保障自由) In 2004 in France, more than 2000 research scientists joined the demonstration to protests the continuing cutting of research funds and they remonstrated that multitudes of research grand was frozen. Additionally, positions for research scientists in the institutes decreased dramatically. According to the local survey, 81% of the residents support these scientists and suspected that these unwise regulations from government might lag France’s step in scientific research. With their voice, the president of France promised to increase the research funding. Similarly, the restriction of international students to certain research projects and equipments in the United States also stir up people’s objection and raise the issue of discrimination and research equity. Without thorough investigation, the government should avoid hasty decisions upon the regulation of scientific research.(这段其实是从政府提供帮助的角度讲的吧,TS最好说明,而且US那个例子我觉得并不是很贴切,里面好像有歧视什么的东西,如果能说明一下可能不会那么唐突)
Admittedly, government regulation is not an elixir to all the scientific researches with its effectiveness limited.(好句子) For example, the debate on the cloning technique and human cloning, the most remarkable and controvertible issue, never ends. In reality, the legislation upon cloning is neither urgent nor difficult, but the applicability of the technique and irreconcilability of the ethical or culture violation is still suspended. For instance, if some one is cloned, who will be his parents? The one who clones himself of course want to be his own clone’s parents, however they have the same genetic background and actually his parents should be the clone’s parents. Whether we should allow or abandon the clones of the homosexual partners, or whether the society would discriminate these clones needs thorough consideration and elaboration.
In sum, only after finding the fulcrum between stimulating the curiosity of the scientists to devote into research and the overact worrying about unethical thoughts or procedures, can the government find the balance and guide the scientific research to the prosperous direction.
