TOPIC: ISSUE69 - "Government should place few, if any, restrictions on scientific research and development"

Scientific research and development is a double-edged sword for the whole society, it can provide us with comfortable and convenient life, while it can result in some disasters as well. I can not agree with the speaker's assertion that government should place few restrictions on the scientific research and development. Since it will influence our society in a large extent, I maintain that government should dispose different kinds of scientific research and development in different ways.

As is known to us all, information technology gradually become the center of our society, controls our daily life in every aspect. Since the invention of computer, human comes to a new era of information. Nowadays we almost can not live without computers, especially people who make a living through internet. More recently, computers have helped people enjoy more free time by performing repetitive tasks and have made universal access to information. For instance, the teenagers of American almost lose their capability to write and draw because of the long-period reliance on the computer, which, of course, will affect the comprehensive ability of each individual. Besides, it has also brought about some serious environmental problems.

The Ozone Layer Hole in Antarctica, we can fail to be strange to this issue. The ozone hole over the South Pole is apparent in this false-color image taken by a satellite in October 1999. Low levels of ozone are shown in blue. Ozone is a gas that blocks harmful ultraviolet sunlight. Industrial chemicals released into the atmosphere have caused ozone to break down, opening holes in the ozone layer that tend to concentrate at the poles. These chemicals which cause the pheromone are all related to everyone's daily life all over the world. Such as air-condition, which is quite common in our daily life, produce the main material that threat the Ozone Layer. Indeed, aircondition makes our life comfortable in a large extent, because we can adjust the indoor temperature according to our own need just by change the number on the remote control board. However, because the ozone layer of the atmosphere protects life on earth from the full force of the sun's cancer-causing ultraviolet radiation, it is critically important. It may destroy nature and what is worse, cause the extinction of human beings. Hence, government should add some restrictions on such kind of scientific research and development.

How to resolve this problem is one of the most important tasks of government, it is worthwhile for government to meditate this issue. Too many or too few restrictions on scientific research and development are both not reasonable and scientific. There is no doubt that we benefit a lot from the scientific research and development and without which we barely can live. And if government restricts few of these researches, they may cause grave contaminations and even destroy our world. Therefore, government should neither put excessive or few restrictions on it.

The restrictions on scientific research and development by government should be judged according to the different nature of various research projects. Government should forcefully promote these which are nearly harmless to mankind and environment and constrain these that contain hidden side effect. Only the authority and scope of power that a government possesses can ensure the attainment of such restrictions on scientific research and development.

In the final analysis, scientific research and development determine our society and daily life; however the abuse of these projects may result in a series consequence. Government should take deep considerations on restrictions on scientific and development.
