"In any profession—business, politics, education, government—those in power should step down after five years. The surest path to success for any enterprise is revitalization through new leadership."
1.长期的当权可能会导致很多弊端,因为长时间被赋予权利很容易让人将自己的亲信安插在领导集体当中,这样一来,很容易导致腐败,甚至在最后成为独裁
2.新的领导往往会针对以往的缺陷进行改革,他们不会因为一些思想的束缚而限制一些创新的举动,他们对自己的职务更具有激情,特别是一些相对以前的领导者更有才能的人会把集体带向一个更好的局面
3.老的领导这可能更具有经验,他们对自己所控制的局势有着更清楚的了解,比较容易针对一些问题采取行为有效的措施,对于一个好的领导者来说,5年的时间太短而不足以施展其才能

The speaker of the topic makes an assertion that those in power should step down after five years and new leadership can ensure the success for any enterprise. It’s tempting when considering the innovation, revolution and passion going with the new leadership. While this claim seems undoubted in abstract, it still overlooks many practical problems.

Admittedly, long-term leadership may lead to malpractice since the leader may control the whole organization by his clique which is cultivated to realize some wicked purpose. Those who do not have to worry about abdication may finally become fearless about their guilty. It's an obstacle or even reverses in democratical process if the potency is too centralized in the hand of one person, which may even result in the autocracy. Once one obtains the absolute power, he may consider how to make it a lifetime position if there is no clear regulations about the time limit, rather than try to bring benefit to the organization he work for. Human-being is more or less of self-regard. Therefore, if the leader is easily allured, the long-term reappointment may be just considered as a mean to gain more fortune. But if the leaders have to step down, it's a chance to get rid of such disadvantages. As the saying "absolute power leads to absolute corruption" goes ,in some particular profession and time, timely revitalization in leadship is a necessary and effective element to abstain from the corruption caused by not worrying about resignation.

Moreover, the new leadership sometimes may carry through some active actions, which is beneficial for the organization they work for, to prove their ability. New leaders always try to avoid the mistakes committed by the former leaders and carry out reformation aimed at changing the adverse situation. Because of their lack of negative experience which may turn into tie, they can advance many effective and dauntless notions. They are more passionate and vigorous about their job, which may inspire others easily. Some talented leaders can even bring the company or nation out of plight. It is quite conspicuous in bossiness world that the new leader can make up the deficits and get surpluses when faced with bankruptcy. In order to promote the profit, we have to change the leadership timely to find the most effective one.

However, those in power for several years usually gain a deep insight into the situation which is under their control due to their experience. They can take more effective actions to solve the problems than the new one does. It's too short to put their ability to good use. Since a plan calls for time to achieve, if the leaders are changed frequently, the scheme may easily abort in the seminal state, not mention bringing to fruition. Therefore, the system of reappointment exists in most nations in the world: people have the right to decide whether a president is qualified and whether he should leave or stay.

In sum, taking all the factors into account, in the democratical society, it is unpractical and unwise to favor the leaders with lifetime position because it is the young that provide necessary impetus for the development. At the same time, we can give some leaders the chance to carry out their useful plans. Therefore, we must have a careful judgment about the quality of a leader to decide their tour of duty, not the regulation of five years.
