题目:ISSUE45 - "Government officials should rely on their own judgment rather than unquestioningly carrying out the will of the people whom they serve."

In the recent era, the policies made by the government have played an extraordinary role in effecting the daily lives of the people. So there raise a question whether the governors should make absolutely independent judgments and decisions or obey the will of the people without any question. Concerning this issue, either would be proper, and I am prone to claim that when enacting policies, the first to consider should lie in the actual benefit for the public, but relying on careful and scientific advices of the experts.
To begin with, as common sense, the main part of the government's accountability is to promote the quality of daily lives for people. The government, which places no emphasis on the will of its citizens, will be seriously criticized or even overturned by the public. Naturally, the steps of gathering the attitude and suggestions from the people before the final announcement of policies would be proved necessary and significant. And then it follows with modifications of the graft of the policies made by governors by ruling out most of the aspects that are not in favor by the public and adding extra legislations to ensure the concrete benefit to the group they are serving. In other words, it reflects democracy. That can explain why most governments in the world choose to take vote when making important national affairs, such as the election of the presidents.
Yet, that is not to say the government should become the servant of the public. The most brilliant governors all have the ability of making independent decisions. As the public, who do not have expertise in all fields required to govern a country and deal with national affairs, always concentrate their attention of personal benefit and are short-sighted to some extent. So their will might be misleading to the leaders of the country to make the most valuable choice. If the members of the government do not have the ability of distinguish these short-sighted public will from the most urgent and necessary need of the people, they will have no other choices but to confront failures in national policies. Now that the effective method to better accomplish their responsibility for the government involves in turning to the experts, who would easily find the crux of solving national problems on the basis of their experience accumulated through decades and knowledge in the corresponding fields, to advices or even actual plans.
At the same time of asking experts from assistance, the government should also be willing to absorb the advices from the public and to timely adopt reasonable plans. Even though nearly every government has devoted mostly to obtain a clear knowledge of the folks, they can not reach every aspects and details for the restraint of limited resources. Simply investigations would not objectively and completely reveal the real condition of daily lives for the people. Whereas, it is the most common individuals who have authority of judging their quality of lives. Thus, the voices from the people could offer the government the reality about the living condition for the members of the country.
Moreover, the suggestions from the public have their advantage in quantity. Even the most preeminent experts would still omit certain aspects, and more possibly their minds are confined with long established methods and lack of creativity. While in contrast, albeit 99 percent of the suggestions by the public is of little use or included by the experts, the mere one percent would more effectively work to help the government to enhance the strengthen of the country.
In brief, the government should consider the promotion of lives for the public as their main job. And it is not suggested that the government make absolute judgment and decisions without the assistance of the public. |
