The speaker asserts that every nation should help support to develop a global university designed to engage students to solve the world's most persistent social problems. While there may be some problems in building such a university, I agree with the speaker that such a university should be built with efforts of all nations to solve some persistent social problems.

To begin with, there are a great many global problems that require all nations to solve together. For example, the greenhouse effect that is caused by the increasing expelling of carbon dioxide from industries and automobiles in all countries is a typical global problem. It cannot be solved by any single nation and all nations have to make effort together.  Also, global trade, extinction of species, explosion of population and so forth are problems require every nation to solve jointly. As a result, it is necessary to develop a global university to engage students from all around the world to communicate and study together to seek out ways to solve those global problems.

Furthermore, in a global university teachers and students with diverse cultures and academic backgrounds can communicate with each other to get better solution to the social problems. Because students and teachers in this university can see other countries’ experiences of success or failure to solve certain problems, they can develop better solutions based on these experiences. Moreover, the ways they find to solve global problems will be considerable feasible because they come from different nations and their solution must take account of the situations of all nations. Such global university has an advantage to solve the world's most persist problems.

Admittedly, there may be some problems in building such a global university because every nation has its own interest and its distinct policies. For example, the developed countries may wish this university to solve the global economic problems first while the African nations hope that the food and health problems in Africa can be solved first. Moreover, certain research may be supported by some governments while prohibited by governments in other countries. So, governments in all nations must negotiate to attain a agreement on these problems and other problems about how to change these decisions and so forth.

In sum, because there are a host of problems that cannot be solved by any single nation and students as well as teachers from different nations get together can help solve the global problems effectively, such a global university indeed requires to be developed with the support of all nations. And governments in diverse nations have to make efforts together to deal with the problems in building such a university.

如果我没有理解错的话，你思路中的前两段应该是递进关系吧，即首先阐述现在的问题都国际化了，所以需要合作，进而从全球大学可以提供这样一个互相交流的平台的角度论述该学校的优点和必要性。我觉得如果这样安排是不是会更好，第一段的总结句不要提全球大学了，那句话和前面的论述基本没有关系，因为“社会问题国际化”与“全球大学对解决国际问题很必要”并没有很让人信服的因果关系，倒不如先说“社会问题国际化”“需要一个合作、交流进而解决这些问题的平台”，然后在第二段中重点论述该全球大学恰恰能提供这样一个平台，所以赞成办这个大学。

总得感觉，思路清晰，举的例子也让人信服，但具体论述段的安排上（正文的前两段啦）应该再推敲一下，呵呵。而且，你是限时写的吧，感觉有些话你思路虽然出来了但展开不够啊。另外，语言流利，错误很少，如果能注意同意词、书面语以及句式的变换，那文章就能飞到另一个档次啦~~，加油哈！
