题目：ISSUE43 - "To be an effective leader, a public official must maintain the highest ethical and moral standards."

1.       leader需要有很高的work ethics职业道德，社会对于任何岗位的人都有职业道德的基本要求，而leader因为责任重大，监督广泛，职业道德要求更高；
2.       leader的个人道德标准可以带来管理上的便利，但是权力可以弥补个人魅力上的不足，同样可达到效率

What makes an effective leader? The speaker gives an answer that an effective leader must maintain the highest ethical and moral standards. I agree with the author that ethics and morality earn a leader more effective leadership while working with his\her followers, but in my opinion, though high-level work ethics are needed by a leader, highest standards of personal morality, as the speaker believes to be a necessary, is not obligatory.

As for work ethics, leaders should keep their manners to maintain a high-level work ethics as their duty. By any measure, work ethics are something that will inevitable be mentioned for every position you take in the society, naturally including the perhaps one of the most powerful roles, leader; after all, work ethics serve as the basic responsibilities formed in a certain career, which lies the prerequisites on it by the society. And a public leader should keep higher ethical standard, for their influence on the society is greater, and they are in the spotlight of public, vice versa: a leader with a scandal of immoral behaviors even often ruin his whole reputation and quickly gain his turning to an valley in his political life, as that happened in the case of Richard Nixon. So without work ethics, leaders are even out of their chance to maintain their leadership, let alone having a better perform and higher effectiveness.

When it comes to his\her personal morality of leaders in power, a more tolerate attitude might work, that effectiveness should be achieved by clarified disciplines and responsible managing, both linked with some kinds of techniques in management, other than personal morality of a certain one. Though it is undeniable that charisma of a leader earns admiration and credit which make decisions more receptive to followers and public, it is to some degree an advantage for one who owns that, rather than a requirement for everyone, for the power itself will grantee the leadership for leaders: merely well-done of his duty -- successful management for a leader -- is enough for the position. Though it is not suitable for those social leaders advocating their faith with no actual power but social credits and admiration, fortunately, public officials merely encounter these problems.

To sum up, without high-level of work ethics, public officials will not be accepted by the society as the managers to gain his power; while without highest standard of personal morality which can arouse public’s spontaneous support, power will be complement for that.
