83"Government should preserve publicly owned wilderness areas in their natural state, even though these areas are often extremely remote and thus accessible to only a few people."

Should government preserve publicly owned wilderness areas in their natural state, even though these areas are extremely remote and accessible to only a few people, as the speaker asserts? As far as I am concerned, while it is necessary to preserve some valuable wilderness, the government should not ignore the exploitation which can meet the pressing needs and desires of people.

To begin with, people need not have to go too far to see the merits of wilderness preservation, by which a myriad of species would be protected. In the remote areas that have less destruction and pollution, there would be numerous precious species which are in danger of extinction. Preserving these wilderness areas can preserve a lot of genes which may benefit the development of the biology. An apt illustration involves the preservation of Wolong-a wilderness area in the southwest of China. By keeping and restoring the environment in that area, people provide a habitation for the pandas and prevent this kind of national treasures from extinction. According to the genes of pandas, biologists can find some hints about the evolution which would foster the development of biology.

In addition, preserving some wilderness areas, especially the forests, is propitious to the environment protection. Forests, as the lung of the natural world, can keep the temperature at a favorable level by absorbing the carbon dioxide along with producing the oxygen. By preserving the forests, we can inhibit the world from becoming warmer and warmer. Take the Changbai Mountain for example. Located in the northeast of China, Changbai Mountain plays a vital role in protecting the environment of China. It is a pity that a decrease of air quality has been caused by over cutting the trees several years ago. Owing to the preserving measures took by the government, people living in the Northeast of China can breath fresh air again.

Beneficial as it is, it is impossible for the government to protect all the wilderness areas. To those deserts without valuable species but petroleum and mine, exploitation is feasible and necessary to meet people's needs. By exploiting these areas, government can get financial complementarities to deal with the pressing social problems, such as poverty, hunger, disease, national stability etc, which common people mainly care about. It is undeniable that the populace is more concerned with their direct benefits. Can you imagine that a starving person prefer wilderness areas' preservation to a piece of bread? If the government over emphasizes on the preservation and neglects the basic requirements of the common people, it would not consolidate its position and keep the society stable.

In conclusion, both the preservation and exploitation are indispensable. The best method is amalgamation of them. A wise and insightful government should find a balance between the two methods: preserving the areas with precious species and exploiting those deserts to serve to the development of the society.

感觉组长的重点应该是exploitation
while it is necessary to preserve some valuable wilderness, the government should not ignore the exploitation which can meet the pressing needs and desires of people.
可是写保护用了很大篇幅~

我的观点是保护和开发同样重要,开头没写好, 改成both the preservation and exploitation are necessary.  The government should make decisions according to different situations.

行文其实没什么问题,但是尽量还是把explore给隐去吧。题目应该更加希望你讨论在特定情况下preserve or not的问题。
