The issue of how to assess an effective public official is such a complex one that will involve various aspects as politics, ethics, culture, and so forth. Maintaining the high ethical and moral standards perhaps is a necessary requirement; however, we should not overstate its function and ignore the other influential factors.

To begin with, I admit the significance of high ethical and moral standards in determining the efficiency of a certain public official. He who presents the attitude of the government and the desired trend of society should be able to do so, effectively and precisely. For example, as an official of Broad of Fire Censors, he should maintain a high ethical and moral standard in order to examine every fire controlling process and fire fighting instruments strictly, without closing his eyes for the reason of keeping any kind of bribes, since any loose involved might lead the next fire. The same consideration could be used in political leaders as well. An eligible political leader should maintain an accurate ethical standard and a proper stand to improve his society and to benefit his constituencies. Once it is found that he could not obey his claimed moral standard, he will lose people's trust or even end his career, just like those numerous scandals. In short, a high ethical and moral standard is required for being an effective public official.

However, how to define the standard as a 'highest' one will be a vague issue. Ascetics maintain an extremely strict ethical standard. Should the public leaders follow them? At the same time, different religions might have different critical system in respect of the moral standards. Which one we should introduce? As far as I am concerned, the ethical and moral standards of public officials should be defined at the base of public interests, which means the highest standard is the one which can protect common people most. No matter which religion he believes, he must see the public benefits, not only certain individuals but the whole society, as the first element. For instance, we may believe respecting and loving old parents are our most traditional moral requirement. Yet in case of that they broke the law, the child, especially the public official who is the example of his society, should not hide the crime to protect the parents in period, but treat it just as the law in order to protect the justice and reliability of public judicature system.

What is more, there are several other merits involved simultaneously: the ability of handling the complex problems and urgencies, the attitude and manner of getting along with others, the knowledge of special regions, and so forth. All those will affect the performance of a public official, thus we need to consider. An environmental official who lack the basic information of environmental protection, even if he is perfect in moral and ethical aspects, could not be an effective one. And the professional person who is eccentric and has no friends at all could not figure that position out either. Hence, maintaining the integrated abilities is the best way of an effective public official.

In conclusion, we cannot simply put the measurement of an effective leader into the moral and ethical standards. Obviously, the high standards are required, but they should be stated at the base of public interests; while the other factors play the undeniable roles as well.
