题目:ARGUMENT225 - The following appeared as part of a letter to the editor of a local newspaper.

"During her three years in office, Governor Riedeburg has shown herself to be a worthy leader. Since she took office, crime has decreased, the number of jobs created per year has doubled, and the number of people choosing to live in our state has increased. These trends are likely to continue if she is reelected. In addition, Ms. Riedeburg has promised to take steps to keep big companies here, thereby providing jobs for any new residents. Anyone who looks at Ms. Riedeburg's record can tell that she is the best-qualified candidate for governor."

The arguer asserts that Ms. Riedeburg (R) is the best-qualified candidate for governor. To support his assertion, the arguer cites the improved conditions in crime-fighting, jobs and demographic trend after she took the office. Also, he points out that these tendencies are likely to continue if she is reelected and that she has promised to keep big companies providing jobs for any new residents. Careful examination of these evidences, however, reveals that they lend little credible support to the assertion.

Firstly, the arguer unfairly assumes that all of the favorable trends are attributable of Ms. R's work. However, he overlooks the contribution of her predecessors and other departments during her run. In fact, the exertion of certain policies does not start until several years later. Thus, we have reasons to doubt that these trends were the results of excellent work of former governor and staff in the previous government. Besides, all of these trends might mostly be the fruitions of useful and practical measures carried out by other departments during her run. For example, the decreased crimes perhaps were due to new crime-fighting campaign adopted by legal system. In short, ascribing all the trends to Ms. R is not rational.

Secondly, even if we accept that her work was quite crucial in these trends, the assumption that they are likely to continue if she is reelected is unjustifiable. This assumption rests on the experience of last run; however, many variables influencing these trends could change during the time span of another run. For example, the economic condition of whole country will probably be deteriorating. Or, the environment will be worsened because the pollution aggravates. If either event above is true, the decent conditions for jobs and immigrants are likely to discontinue. Since the arguer fails to account for other possibilities, he cannot convince me that these trends will last for another run.

Thirdly, whether the promise of taking steps aiming at keep big companies here can come true is suspicious. As we all know, to make a promise is one thing, to keep one is another. Thus, the enacting of this promise cannot be guaranteed. In addition, even if this promise can be kept, this sole act is not sufficient to creating more jobs. In order to achieve the desired goal, the governor has to take other measures such as promote new labor-intensive industries. Simply put, without further evidence presented, I do not see any importance and future of this promise.

Finally, the arguer is too hasty to draw a conclusion that Ms. R is best-qualified for the governor. However, before drawing this conclusion, the arguer has to account for the competence of other candidates. Perhaps her rivals are as capable, if not more capable, as she is. Besides, the standards of evaluating a governor involve not only those aspects mentioned in the argument. For instance, a good governor must do well in education, environment protection, agriculture and so forth. Without considering all these factors, whether she is best-qualified is discussible.

In sum, this argument is logically flawed and therefore unconvincing. To better bolster his assertion, the arguer has to provide more elaborate evidence on other aspects confirming that Ms. R is best qualified.
