1>      技术上，要世界上的elite scientists and engineers’ cooperation.
2>      经济上，即使最富的国家也负担不了research costs
3>      政策上，要在一个框架内研究商量一个总体的解决方案。
4.        一个全球大学是最好的解决办法（稍微着重写）
1>      技术上，可以最talent的学生，接受最advanced的教育，得到最advanced的技术。
2>      政策上，根据了解的具体问题，可以向本国政府反馈，协调，得到一个fair, effective的解决方案。
3>      组织上，这些学生将会成为这个领域的experts和Authorities。来自不同国家的同学以后work together，共同的学习经历能够帮助他们在工作中，有效的合作。

In facing with the persistent problems which are troubling every members who living in this planet, because globalization has made the interests of people of different countries and regions so closely related.  To solve all, or even one, of these problems far beyond the ability of any country, thus the interanational cooperation tend to be the only and ineventable way which was recomended by the governments of every countries and the international organizations . Developing  a global university to teach the students to solve these problem, which was suggested as a form a international coooperation, is an effective measure.

Nowadays, the world has been developed into a small vallige thanks to the significant development in technology, economy and the like. Especially, the latest quarter century has seen a great development in nearly every aspests of the world. While presenting us innumerous merits, such as enhancing the producting efficiency, convenient communication, faster transportation, more effective medical treatments and so forth, the development also brought great challange and threat to us. First, the environment problem, which result from the industrialization of the world,became serious than ever before, which threaten the very survivle of all the creatures in the world. Second, economic problem. The economy crisis in 1997 has demostrated that the inluence of economy problem withan a small area can affet the whole world in a short time because the economies every coury are so closely related. Third, even some problems of one country seems be the public problems, The povery problem of some poor countries, for example,  will lead to the instability of this country and their neighbour countries, and perhaps inhabate the terrorism.  

It is highly impossible to solve some of these problems by one or some countries. In a technical level, no countries have so much excellent experts and equiments that they can deal with these problems by themselves. And closely cooraption is needed to solve these problems effectively, since most of these problems are exists in several countries. Also no countries, even the richest country in the world, cannot afford the hight cost to deal with these problems. After the investigation and study in these problems on the platform of international meeting, the international cooperation is recommendated as the only choice. And I agree that a global university will be an idea form of such cooperation.

The reasons I support a global university lies in the technical beneifts it can bring about.  First,absorbing all the most tallent elits around world and instructed by the most proffessional and experienced teachers guarantee the students of this universtiy can be qualified to solve the problems.  Secondly, the students from different countries make them have varieous cultural and technical background, which can help them discuss the problems with diverse view points, therefore likely to achieve an effective solution. And the students ,who from differents, because this can facilitate them communicate with their mother country, can serve as a briedge between the international organization and their countries.

In sum, global universty, a new form of international coorperation in multi aspects, can be an effective measure to counter the most persistent problems of the world and thus bring happy, harmony and peace to the world.

International cooperation has been regarded as the only possible and practical way to solve the persistent problems of the current world. Because globalization made most of these problems common problems of the world rather than special problems of one country, and it is far beyond the ability of one county—even the richest country in the world—to solve these problems by themselves. Developing a global university to teach the students the policies and skills to solve these problems, in my view, is an effective form of international cooperation because of several merits it holds.

Nowadays, the world is developing into a small village, and interaction and interdependence are no longer a luxury or an option unless one wishes to be left out or left behind. This made the problems, which mostly result from the advancement in technology and economy, and threaten the interests of each people, be the problems of all the human beings. First, the environment problem, which threaten the life--even the very survive--of people around world, has become more serious than ever before. Second, consider the economic problems. Asian Economic Crisis in 1997 demonstrated that the world capital market is so closely integrated that the event in one area would transmit to the rest of world instantaneously. And even the private problems within one country tend to affect the others. The poverty problem of one poor country, for example, will lead to instability of this country and their neighbor countries, and perhaps incubate terrorism which threats the safety of the whole world. These problems, few will argue, have become the threat against the world.

It is nearly impossible for one or several countries to solve these problems. From a technical standpoint, no countries have so much excellent experts and advanced equipments that can deal with these problems by themselves. And also no countries can afford the high costs. After the investigation and study on the platform of international meeting, the international cooperation is recommended as the only choice by the international community. And I agree that a global university will be an idea form of such cooperation.

The reason I support a global university lie in the special advantages it holds. First, it can attract the most talent elites around the world, and give them the best education by providing the most advanced education condition and being directed by the most professional and experienced teachers in certain fields. Second, these students can serve as representative of their countries, include the countries which have advanced technologies in the research of solving those problems and the countries which are most severely suffer from the problems. This can help them communicate convenient and effective. For instance, a students who are from US can help there classmates who are from developing countries or the most poor countries by telling them the latest medical research in AIDS the most advanced technology in information retrieve, and learn the seriousness of AIDS and backward economical situation in these countries, and realize their responsibilities. Also these students can serve as a bridge between the international communities and their mother countries, and help make effective communication between both sides. Last but not the lest, the friendship they build up in the period of their study life can help them cooperate well in their future work because they are highly likely to be choose as the leaders or experts of the international organizations or their own countries, thus work together to solve the problems for the interests of whole world rather than their own countries.

In sum, global university, a new form of international cooperation in technology, policy making, international regulation research and the like, can be an effective measure against the persistent problems we are facing today and learn from these problems in order to prevent the similar problems. This university, in my view, should better be set as one institution of UN, to satisfy the need of the whole world at best. And all nations should set higher priority for the interests of the world than their own and strike a delicate balance between their own developments and the development of world to support the global university and ensure the eventually success of solving these problems.
