我感觉having项十分不妥，可是不知道错在哪里。答案说having the increase in the minimum wage会被认为修饰newspaper，令我不能理解。

很对的呀，如果是having,就变成the newspaper涨工资了，而事实是人们涨工资。

原句中的the increase in the minimum wage应该是修饰people的,但是用having会让人理解为the increase是修饰newspaper的,因为having引导的分句放前,而having前省略了应该修饰的主语people,就会让人理解成the newspaper have a increase in the minimum wage,而people have trouble是这个事件的结果,所以应该改成一个介词,即with.

为什么改成with就可以避免这种误会？reported that 后面不是与前面相当于割裂的吗？
后面report的内容为什么和前面的newspaper有关呢？
