Argument 131
The following appeared in an environmental newsletter published in Tria Island.
"The marine sanctuary on Tria Island was established to protect certain marine mammals. Its regulations ban dumping and offshore oil drilling within 20 miles of Tria, but fishing is not banned. Currently many fish populations in Tria's waters are declining, a situation blamed on pollution. In contrast, the marine sanctuary on Omni Island has regulations that ban dumping, offshore oil drilling, and fishing within 10 miles of Omni and Omni reports no significant decline in its fish populations. Clearly, the decline in fish populations in Tria's waters is the result of overfishing, not pollution. Therefore, the best way to restore Tria's fish populations and to protect all of Tria's marine wildlife is to abandon our regulations and adopt those of Omni."

In this argument, the arguer recommends that T should adopt O’s regulation that ban dumping, offshore oil drilling, and fishing within 10 mile of marine sanctuary to restore T’s fish population and to protect all of T’s marine wildlife. This recommendation is based on the observation that by such regulation O in which report no significant decline in its fish population. In several aspects, however, the evidence lends little credible support for the argument.

A threshold assumption upon which the recommendation relies is that T is analogous to O in all aspects , however he does not provide any evidence that their circumstance are indeed comparable , as we know the different setting between T and O may help to bring about a different result to T. It is true that both marine sanctuary is willing to protect living things, but there exist fundamental difference: the comparing with O’s sunny shining, T may have to take bad setting in which case adopting these regulation might even decrease the number of all fish. Without accounting for these and other possible dissimilarity to assume follow this restriction which will bring about rising property value in D as same as B is unreasonable.

Even assuming that T is almost similar to O, the assuming that the report of O rely on this course of action is unjustified. Since the report claim no signification fish population decline, in general investigate should be able to represent all kinds of fish, however, from the report in this argument, we find mo sign of such procedure of survey, and have good reasons to doubt if the report is representative enough to reflect the general altitude of fish as a whole. Perhaps this report is out of date thus we cannot say anything before the latest report come out. Lacking more specific information about O’s report it is impossible to assess the reliability of the report or to make an informed recommendation.

Even assuming that report of O is precise, we cannot conclude for it is entirely possible that one or more other factors responsible for fish number declining in T. Perhaps the temperature of T might suffered a severely change as a result of sea volcano during which plenty of fish died or escaped, for they cannot adapt the violent change. Since the argument fails to rule out this and other alternative explanation for T’s fish number decline, the argument’s conclusion that overfishing is the principal offender is unwarranted. What is more, even we adopt this regulation we cannot protect all of marine wildlife unless fish.

In sum, the argument is unpersuasive as it stands, to strengthen it the argument’s proponent must provide evidence that other factors affecting marine wildlife in the two area are similar .What is more the leader should make a wide and deep investigate of local circumstance for what is the final crucial factor, however before any final decision are made about the regulation should evaluate all possible alternatives and causes for T’s report that no fish population decline.
