The author of the letter claims that merging the townships of Roseville(R) and West Roseville (WR) is overwhelming. To support his/her point, the author reasons that merging of the two townships can reduce the confusion of residents and costs in administration. The author also uses the merging of Hamden and North Hamden ten years ago to prove the suggestion. However, the letter suffers several doubts.

Firstly, the author unfairly assumes that merging of R and WR is the best way to reduce confusion of residents. It is true that the merging would probably reduce the costs in administration; however, residents in one of the two townships would not be satisfied when something does happen because the authority’s location is far away from where they live. Without more information we don’t know the merging benefits the two townships’ residents. Even they don’t complain, the author cannot rule out other ways to reduce the confusion. Actually, some regulations and rules can be established to clarify the responsibilities of the two authorities. If so, residents might not only know which authority to contact with when they need a service, they also feel convenient.

Secondly, the author ignores the potential harm of the merging when concerns about the reduction of administration cost. On one hand, merging might bother residents in one of the two townships as we mention just now. On the other hand, merging means employees have to do more jobs since they have to depose with two townships’ problems comparing the time before merging. Perhaps overworking arouses employees’ resistance and the supervisor has to increase their salaries to peace their dissatisfactions, which might increase the cost in administration. Without enough information the author cannot convince us that the merging truly reduce the cost in administration.

Thirdly, there are no evidences to guarantee the lost-employees can be reassigned. Probably government makes it up to comfort the lost-employees to achieve their final goal, which is common in modern society.

Finally, the author fails to establish relationship between the merging of Hamden (H) and North Hamden (NH) merged ten years ago and the merging of R and WR. First, the merging of H and NH happened 10 years ago and now the situation is different from ten years ago. Besides, there are many differences between the two situations. Perhaps N and NH are both smaller than W and WR, so the merging of N and NH senses more reasonable. Or perhaps N and NH locate near the beach and share the same sea and same regulations, thus the merging encourage the development of beach, which attracts business investments. While R and WR have a adverse situation, they have different culture and rules, merging of the two might become a disaster because you have to spend much time to adjust the regulations to accommodate the merging and some residents also need time to accommodate the changes, let alone attract business investments.

In sum, the author cannot convince us that merging of R and WR is a good idea, To support his/her point, the author has to rule out other possibilities to reduce the confusion and provides more information to convince us that the merging does help to reduce the cost in administration and attract business investments.
