While it appears reasonable to bolster the side for merging the township of Roseville (R) and West Roseville (WR), one would further examine the feasibility of the mergence apart from the superficial bright sight in investment attraction and authority service.
First of all, as mentioned in the letter, the arguments in favor of merging the townships of R and WR are overwhelming, which are on the basis of an assumption that residents of the two towns all could derive benefit from the mergence. No matter the gains listed is actually true or not, unfortunately, it is often not the case. The mergence will bring a great many troublesome problems in execution. Set the administerial pressure      for example, the town will become a big one after the combination. Then the administrative service will face more work to assign and more complicated challenge to overcome. Since there are reflections of opposition, the arguer should provide well-rounded information not only bright sights but also dark sights, and further evidence to convince most of the residents that the mergence-related problem is easily to solve or the advantages it brings can obviously defeat disadvantages.
What about the good news the arguer provides to support the decision? To begin with, the most important benefit based on an assumption that the mergence will gain a similar business success simply as the mergence of Hamden and North Hamden ten years ago. However, the arguer fails to consider the economic background and consumption character of two different areas. Perhaps the mergence ten years ago is provided with stimulative policies to boost economy, of which the later is the main reason of prosperous investment. Moreover, during the ten years, the intent of business and the way of investment has changed markedly. Thus, such an old-fashioned experience cannot be utilized without further examination.
As to the fantasy to enormously save administrative costs, the author is inexplicit about which part of cost will be saved. If the main cost of the departments of administration is on the salaries and welfares of employees, financially reduction makes no sense, for no jobs would be lost as a result of the incorporate township. If they spend a large number of money on cost during the process of service, the mergence cannot cut the needs of local residents in paying taxes, calling for police station and so forth, as well as the risk of fire. Consequently, the good news is unconvincing not until firm data of which cost and how much money saved are provided.
