递签之前因为个人原因不去上学，学校还能退学费吗？悉尼大学（假如已经拿到coe）
悉尼网站上的解释是“Where a student, after accepting an offer of a place, gives written notice before commencement of the teaching period of their inability to undertake the course, the tuition fees for the semester are refundable less an administrative fee of 10% of the tuition fee for one semester, as applicable; ”请问后半句的意思是扣除10%的管理费吗
