目问的应该是作者为哪一项辩护，C怎么看都不对。

提干说，州长要制止犯人上大学课程，这个决定毁誉州长的目的抵触，因为上过大学课程的犯人出狱后犯罪率低，问前提。
C当然是对的，说那些选择上大学课程的人，并不已经比那些不选课的人会少犯罪了。
